A little history

Created in 1992, the 36 clinical investigation centers (CIC) have the mission of promoting the acquisition of new scientific and medical knowledge for better patient care in the field of clinical research, particularly translational research.

Inserted in the environment of a health establishment and mixed research units, the CICs aim to implement a research program by accelerating the transformation of fundamental discoveries into clinical applications and vice versa, starting from clinical questions to go towards laboratory research.

The Ministry of Health and Prevention (MSP) and INSERM, itself placed under the dual supervision of the ministry responsible for research and the ministry responsible for health, run and manage the clinical investigation centers. Each year, the MSP supports these hospital research support structures via a targeted allocation which amounted to €25.5M in 2022 (organization-of-applied-health-research).

The CIC model, while it has shown its strengths in structuring, professionalizing and boosting research at the scale of the sites within which these structures are established, needed to be updated to take into account regulatory, technological, organizational and economic developments. health research.

An evolution of the model

To take these changes into account, the DGOS, INSERM and also experts from the field worked together to develop updated CIC specifications including 3 major developments:

– the definition of basic skills to be shared by all CICs that understand the necessity for any CIC to have an area of ​​clinical investigation either directly or by contacting another CIC

– the end of the logic of “modules” replaced by areas of activity specific and adaptable to the particularities of the sites in which the CICs are established

strengthening links with the local environment with the regional delegation of Inserm and the local health establishment which become local supervisory authorities of the CIC.

A model of excellence

These renovated specifications will serve as the basis for the HCERES self-evaluation file as part of its five-year evaluations (HCERES-evaluations), the reports of which constitute the basis for decisions to create, renew or close the CICs. Thus the new CIC model will be deployed with the five-year evaluation waves starting with wave A (2026).

A labeling committee, whose constitution and procedures for examining applications are being finalized, will rely on HCERES evaluations and the hearing of candidates in order to guide the MSP and INSERM for the award of the label. CIC label. The award of the label will condition the financing of the CICs according to terms which will be decided from 2025.
