Alejandro Solar Naveas is a contract employee of the Municipality of La Florida. According to the public record, he works as “in charge of the Department of Territorial Coordination, dependent on the Directorate of Community and Social Development (Dideco).” In October, he was paid $1,439,973 gross and, in addition, he worked 40 overtime hours, 10 night hours and 22 holiday hours.
At the same time, and despite the fact that his hours are from 8:30 a.m. to 5:30 p.m. Monday through Friday, Alejandro Solar appears with another parallel fee contract at the Florida Municipal Corporation (Comudef) as “administrator of the Vitamin B Complex program ”. This contract has meant monthly income of $638 thousand pesos since July 1 of this year.
The case of Solar Naveas is not the only one, as there are 14 other officials of the Municipality of La Florida who have double contracts between the municipality and the Comudef since April of this year, the month in which Janett Fernández Pizarro assumed the general secretary of the municipal corporation under the direction of Mayor Rodolfo Carter.
Comunicaciones de Comudef affirms that the hiring was due to the pandemic, for which it was decided “that these people provide their services in health operations.”
It should be noted that before coming to the Florida Municipal Corporation, Janett Fernández served as head of the Communal Planning Secretariat (Secpla), a position in which she was sued by the Comptroller for expenses that are not properly justified for $146 million pesos. This is in addition to the delivery of food boxes to people with rut that do not exist and to deceased people, during the pandemic.
Lawyer and master’s degree in political studies from the Complutense University of Madrid, between 2018 and the middle of last year she held the position of municipal administrator of La Florida. Before she was director of Dideco -where 10 of the 15 doubles hired are located- and executive director of the Municipal Sports Corporation. In 2012, she was a candidate for councilor of La Reina for National Renewal, but she was not elected, this following being a municipal administrator in La Reina, under the administration of Luis Montt (IND).
Pointed out as part of Mayor Carter’s inner circle, since April Fernández has endorsed the hiring of 15 officials who already had a contract with the municipality, generating double salaries.
Now at Comudef, Fernández shares a workplace with her niece Javiera Díaz Fernández, hired for fees for $555,000 as a “journalism student” since September 2019.
In the case of Alejandro Solar mentioned above, Eleazar Sánchez Navarro is added, who is hired by the municipality as “Support and coordination in the Communal Planning Secretariat”, an organization that Fernández previously directed. The record indicates that Sánchez is a mid-level electricity technician and for his tasks he charges $1,482,542 gross.
However, with the same schedule from Monday to Friday as Solar, Sánchez Navarro also appears with a fee contract at Comdef for $1 million pesos between July and August of this year. According to the registry of the municipal corporation, Sánchez is an architecture technician and performs “architectural assistant” tasks.
In the communications area of the municipality is the journalist Esteban Burgos Márquez, hired on a fee basis for this year, earning $1,344,538 gross for tasks of “guidance and advice in the field of communications.”
However, the parallel fee that Comudef has reported has been double. Since April of this year and with the arrival of Janett Fernández to the corporation, Burgos was hired for three months at fees with a salary of $2,279,202 per month to carry out work as “advisor and communication support” for Comudef.

In the same situation is the photomechanics technician Guillermo Vilches Cortés, hired this year by the municipality for graphic design tasks at $1,583,813 gross per month, and who between April and June was hired as a social communicator for fees at Comudef. Performing publicist and image consultant tasks for which he earned $1,138,601 per month.
Now at Comudef, Fernández will share a workplace with her niece Javiera Díaz Fernández, hired for a monthly fee of $555,556 as a “journalism student” since September 2019, the year in which Janette Fernández was the head of the La Florida Secpla.
Dideco’s acquaintances
As the former director of Dideco between 2016 and 2017, Fernández has known how to take care of her former colleagues. For this reason, 10 of the 15 double contracts have been for Dideco officials, a salary paid by the municipality, who also appear as “administrative” in the Vitamin B Complex Program, paid by the municipal corporation.
For their consultancies, this group of officials earns $838,000 per month. To which was added since July a parallel contract as “administrative” of the Vitamin B Complex Program, for which they charge $284,000.
Along these lines are Elvis Acuña, Henrich Belmar, Patricia Contreras, Javier Escobar, Rodrigo Gómez, Margarita Morales, Eduardo Torres and Francisco Vallejos, all hired with secondary education studies to carry out work as “Territorial Coordinator, field attention to needs of the residents and leaders of the commune, providing advice on various issues relevant to the community (…), as well as providing advice to the Community Development Department on the needs and requirements of the municipality expressed by the residents”.
Several of these double hires -Contreras, Morales, Torres and Vallejos, in addition to Solar named at the beginning-, coincided with Janett Fernández in her time as head of Dideco.
For their consultancies, this group of employees earns $838,250 gross per month. To which was added since July of this year a contract for parallel fees as “administrative” of the Vitamin B Complex Program, for which they charge $284,900 monthly.
The list of the Vitamin B program is completed by Hans Arias Iturra, hired as a radio and television broadcasting and conducting technician in the municipality and as an administrator with a secondary education license in the Comudef, and Sandra Castro, who appears as a medium-level technician in executive secretary in the municipality and as a graduate of secondary education in the municipal corporation. Both with the same contract between July and October of $284 thousand pesos per month.
Comdef’s response
INTERFERENCIA contacted the Municipality of La Florida and the general secretary of the Municipal Corporation, Janett Fernández, to inquire regarding the justification for these double contracts.
In its response, communications from the municipal corporation affirm that the hiring was due to the pandemic, for which reason “Comudef decided that these people would provide their services in health operations, in the different sectors of the commune with the Vitamin B Complex operation ”.
“All services were provided in strict compliance with the regulations regarding contracting, this is outside the municipality’s working hours and on weekends,” they say.
When inquiring regarding the case of Alejandro Solar, Eleazar Sánchez, Esteban Burgos and Guillermo Vilches, who are hired for a higher fee and outside the Vitamin B Complex program (except Solar), Comudef’s response was that they did not present time incompatibilities and that of work resulted in “verifiable products”.
