Flora II: Affordable Housing and Elderly Care in Val d’Or, Brussels

Located in the “Val d’Or” PPAS (Particular Land Use Plan) area, the Flora II project will eventually offer around 110 approved housing units, a minimum of 300 m² of free allocations and around 2,400 m² of housing intended for the town’s CPAS. For this last part, it will be a delegated project management entrusted to the institution, in order to create a new reception center offering elderly people with loss of autonomy the possibility of enjoying community life and support from a multidisciplinary psycho-social team. Six apartments with approximately 30 reception places will be planned, as well as common areas and premises suitable for services.

Emphyteusis to facilitate home ownership

Faced with the rise in the price of materials in the construction sector and the shortage of land in the Brussels Region, citydev.brussels has rethought its method of marketing its future acquisition housing by using emphyteusis. This approach is part of its mission entrusted by the Government to create housing by resorting to the dismemberment of property rights.

In concrete terms, the sale of a dwelling to a buyer is characterized by the purchase of full ownership of the building and by the constitution of a leasehold right on the land for the benefit of the buyer (the land therefore remains the property of the institution). The purchase price, which thus separates the brick from the land, will therefore be reduced. The duration of the leasehold right will be 50 years extendable up to 99 years. A cannon representing 1% of the market value of the land will be requested annually from the purchaser during the first 20 years of the leasehold right. Beyond this period, this standard will be increased to 4% of the value of the land unless the purchaser maintains the conditions of the citydev.brussels agreement (remaining in the property, renting it or selling it under the conditions in force for the first 20 years), in which case, it will be maintained at the social rate of 1%.

This procedure has a double advantage: maintaining an affordable sale price for buyers while maintaining long-term control of regional public land. The Flora II project will be the first of the institution to use this long-term lease mechanism.

The redevelopment of the Flora site, located at a place called “Val d’Or”, near rue d’Attique, the Euro roundregarding and avenue Marcel Thiry, follows a delegated mission entrusted to citydev.brussels by the Government of the Brussels-Capital Region in 2017. It currently comprises two phases. Flora I, carried out as part of the 2019 call for projects in collaboration with Eiffage Developpement and whose planning permit is in the process of being validated for the construction of 64 housing units, including 39 approved housing units. And soon Flora II which will therefore complete the district with around 110 approved accommodation and 30 reception places for the CPAS of the municipality.
