As of Monday, December 11, 2023, the first aid platform, arogi.gov.gr, has been re-opened, so that beneficiaries from the extreme flooding phenomena of September 2023 can modify their application or submit a new application until Friday January 12, 2024, according to the relevant joint decisions that have been issued (Β΄7335).
As the Ministry of Climate Crisis and Civil Protection notes in its announcement, from January 5, 2024, those who submit or amend their application for first aid in exchange for housing assistance or household equipment compensation, will now be able to see the updated picture of their financial situation, such as this formed until December 21, 2023.
Therefore, for properties whose condition was acquired or changed, up to the date of the flood, for specific reasons such as the regulation of inheritance issues, the application will take into account the declaration of property details submitted up to and including December 21, 2023.
It should be noted that the payment of first aid aid against housing assistance and compensation for household goods is carried out after cross-checking and especially in cases of modification of assets, after careful checks and cross-checking with the necessary title deeds and other supporting documents certifying the modification, which Beneficiaries should submit to the competent services of the General Secretariat for Natural Disaster Recovery and State Aid, at the e-mail address protiarogi@civilprotection.gr.
It is noted that during the last period, according to the Independent Public Revenue Authority (AADE), many tens of thousands of new real estate rights declarations and changes in real estate rights data have been made in the areas affected by the September floods.
Therefore, for each relevant application on the first aid platform, a detailed check will follow based on the documents that will be submitted electronically, while in cases where the need is identified, the prescribed procedure for irregularities, false statements and falsification of documents will be followed.
Accordingly, according to an announcement by the ministry, the payment of the first aid aid against a grant to agricultural holdings or livestock units and businesses is paid after cross-checking the applications with the details of the applications that have been submitted to the Hellenic Agricultural Insurance Organization (ELGA) and the relevant Regional Units for the recording and assessment of damages by the State Aid Committees.
It is recalled that the arogi.gov.gr platform will remain open for the submission or modification of applications until January 12, 2024.
At the same time, businesses and farmers affected by the flooding phenomena of September 2023 will be able to submit applications for the autopsy and the grant of state aid (of Law 4797/2021), until the same deadline, i.e. January 12, 2024 .
It should be noted that applications from businesses are submitted to the relevant Regional Unit. Applications from farmers and livestock units are submitted through ELGA correspondents and then forwarded to the relevant Regional Unit and exclusively concern damage to assets of par. 3 of article 4 of Law 4797/2021 (such as stored products, fixed assets equipment) for which the competent body is the Ministry of Climate Crisis and Civil Protection. It is clarified that the applications in question do not include damage to plant and animal capital and crop production covered by ELGA.
That is, according to the protothema, the declarations to ELGA’s correspondents now only concern damage to assets and not plant production and animal/plant capital. It is reminded that businesses and farmers who have submitted an application to the first aid platform must also submit an application to the Region and to ELGA respectively, so that, on the one hand, the intersections can be made and, on the other hand, the process of the relevant file can proceed to take place the offset of the first aid and to grant the advance payment and the final amount of the state aid.
Finally, it is recalled that in the context of informing and serving those affected regarding the procedure and supporting documents for submitting an application for the issuance of a repair permit and the granting of housing assistance for the restoration of buildings in need of repair due to the damage caused due to the extreme weather events of September , the information offices of the General Directorate for Rehabilitation of the Effects of Natural Disasters of the Ministry of Climate Crisis and Civil Protection operate in cooperation with the Metropolitan Municipalities of Thessaly, from which their contribution has been requested for the next two weeks.
“The actions of the General Secretariat for the Rehabilitation of Natural Disasters and State Aid to support the affected continue at a vigorous pace, ensuring that aid is paid immediately and fairly to our fellow citizens in need”, the ministry emphasizes in a statement.
