FIOP Hauts-de-France: funding 4 new projects

In the Hauts-de-France region, four new projects have received funding from the Fund for Innovation in Psychiatric Organizations (FIOP). The six projects launched in 2020 have also been evaluated and made sustainable. All these measures aim to improve local psychiatric care by supporting institutional measures. ARS press release.

Every year since 2019, the Fund for Innovation in Organizations in Psychiatry (FIOP) has provided financing for innovative projects that help improve psychiatric care (read our article). Regional health agencies ensure that each region provides guidance on the different projects proposed. Selected measures are funded for a three-year period and are subject to evaluation to ensure the sustainability of funding beyond this period.

4 new projects launched

The last call for plans in the Hauts-de-France region was at the end of 2023, and following verification by the national jury of the Ministry of Health, financing was provided for 4 new projects implemented by the University Hospital of Lille, Soman Hospital, EPSM de l’Oise and EPSM Lille Métropole.

A project is underway at the University Hospital of Lille to provide an intensive care program for the treatment of patients with complex, severe and/or refractory trauma at the Regional Trauma Center (CRP). This type of care is particularly targeted at patients who are at a therapeutic impasse. As a result, the program enhances treatment services and shortens treatment duration because treatment is intensive, thereby helping to reduce time to care. The program will initially run for three years, with funding of approximately €320,000 per year.

Soman Hospital is implementing a project to create a home psychiatric care team to provide alternative care to hospitalization This allows patients at imminent risk of hospitalization to remain at home. The initial funding period for the program is three years at approximately €260,000 per year.

The EPSM in Oise is implementing a project aimed at creating a specialized mobile team to prevent relapse and recidivism among detainees. The system has been integrated into existing services to help avoid disruptions in care pathways. The program will initially run for three years, with annual funding of approximately €150,000.

EPSM Lille Métropole is launching the “Employment First” project to provide support to people with severe mental illness who are far away from employment. This involves promoting an approach that breaks down barriers between employment, health and housing and addresses these issues holistically to improve the public’s ability to own their own resources. The initial funding period for the program is three years at approximately €115,000 per year.

6 sustainable projects

FIOP’s 2020 call for projects provides financing for eight innovative initiatives in Hauts-de-France. After evaluating each project, the national jury decided to award six projects with sustainable funding that will continue to provide benefits to patient care.

Lille University Hospital – regional support network for loved ones suffering from trauma To pilot a proactive contact system for relatives of the deceased in Hauts-de-France who are benefiting from traumatic bereavement in order to guide them early to specialized and appropriate care. The program provides annual funding of approximately 515,000 euros.

EPSM de l’Oise –JENESIS (Young people, digitalization and care in your health) is an outpatient early intervention system for young people. It includes a digital early intervention centre, an action team and a counseling centre, and is open to all users, relatives and those involved in young people’s mental health. The program provides annual funding of approximately €165,000.

EPSM de l’Aisne – Complex psychiatric management unit created to prevent critical situations in care pathways, identify and share critical situations throughout the process and find solutions to manage complex situations. The department, composed of Pathway Managers and headed by the EPSMD of Aisne, aims to limit hospitalizations without consent and/or in emergencies and to promote multidisciplinary network work for the benefit of patients. The program provides annual funding of approximately 940,000 euros.

Lille Metropolitan Region EPSM – In order to improve support for the mental health of the student population in the Lille Metropolitan Region, the Student Mental Health Committee was established in 2020. The aim is to identify the needs of this specific population, facilitate their access to care and manage complex conditions. In the second phase of the plan, a dedicated mobile nursing team will be formed to strengthen support, care and guidance for students. The project’s annual financing amount is approximately €645,000.

EPSM de la Somme – This institution creates a short-term support unit for psychiatric care and social reintegration of persons subject to the law. The department’s goal is to ensure the establishment of post-detention health and care relay sites. The program provides annual funding of approximately 76,000 euros.

EPSM Lille Métropole – EPSM has created a social therapy and social reintegration vocational restaurant in Halluin aimed at young patients suffering from psychological difficulties or mental disabilities. The system is designed to develop certain socially adaptive skills and potential in an appropriate and interesting environment. The program provides annual funding of approximately 500,000 euros.
