THIRUVANANTHAPURAM ∙ Loopholes in the law, limitations and indifference of the motor vehicle department are alleged to be the reason why even tourist buses that have faced legal action defy the officials and ‘run’ on the roads. Small fines and lack of follow-up are incentives to break the law.
A fine of Rs 250 is levied for driving without a speed governor. Many will get away with paying a small amount. The new BS stage buses have speed governor fitted at the time of manufacture. The Department of Motor Vehicles does not have a technical system to find out how much the speed limit is.
Even if the eye-piercing lights are fitted, it can be fixed by paying Rs 250. These are taken off to throw dust in the eyes of the officers, and then put back on the next day and squeal. The Department of Motor Vehicles has no place to impound vehicles that commit serious violations. Passengers are also reluctant to take custody as it will be difficult.
Many will turn away from this if they are caught illegally installing it. But officials say there is no place to even store the seized items. Harsh action will be followed by threats. Officials clarified that following the Palakkad bus was fined, a bus owner threatened.
