Facilitating the accessibility of VSMEs to public procurement is the main purpose of the new “Tatwir TPME” platform. Launched by Finéa, a subsidiary of the CDG Group, this digital platform provides easier understanding of the specificities of the administrative circuits of public principals through an innovative approach that provides these companies with non-financial services with high added value. In this regard, VSME users of the platform will have free access to useful information as well as to rewarding training and structuring support. The main features of the platform

Referring to Finéa, the Tatwir platform reinforces the usefulness of its intervention for the benefit of these business segments with the main operational objectives of creating the best conditions for optimizing information with and between VSMEs. “It’s a great initiative that is underway. Its particularity lies in the fact that it is initiated by an atypical structure. This platform was designed by capturing the needs expressed by the companies that are followed by Finéa”, assures for his part Khalid El Kaoumi, Deputy Managing Director in charge of the Commitments and Operations Division of Finéa. And to recall that “advice has always been part of the Finéa offer for the benefit of the TPME”. By setting up this platform, Finéa offers VSMEs an opportunity to strengthen their capacities as well as to develop a professional language vis-à-vis their interlocutor allowing better communication with the various stakeholders. The mission is also to strengthen the competitiveness of VSMEs and facilitate their access to financing as well as to promote their access to markets sponsored by public and private principals through the development of business relations between principals. and suppliers. Representatives of Finéa stressed in this regard that professional exchanges will be established through a simple and scalable interface. This will encourage cooperation between the different members and promote a common culture of sharing and networking.

Waiting for the “Small Business Act”

The launch of the platform was an opportunity to start the cycle of webinars that will also be screened on the platform. The inaugural conference focused on public procurement, a vector of economic and social development. A topical issue since the launch of the platform coincides with the entry into force of decree 2.22.431 relating to public procurement scheduled for September 1, 2023, i.e. six months following its publication in the Official Bulletin. Speaking in this regard, Mohammed Talal, chairman of the TPE-PME committee at the House of Representatives, underlined the importance of this, emphasizing the need to create an observatory dedicated to the TPME, to strengthen control as well as to establish mediation to settle disputes instead of resorting to the courts, the circuit of which is long and expensive. The official also stressed the urgency of launching “the Small Business Act”. This specific framework will allow VSMEs to have greater access to public procurement. As it is conceived, the “Small business Act” offers an integrated vision allowing to remove the constraints faced by VSMEs. It should be noted that this project, which is slow to see the light of day, is one of the elements that the CGEM has long claimed and which also appears in its white paper.
