Financial burden of debt: more than 900 billion FCFA projected

Pmore than 900 billion FCFA of debt that the Ministry of Economy, Finance and Foresight should bear over the period 2024-2026. This information was brought to the attention of the deputies who are members of the Finance and Budget Committee (COMFIB) of the Transitional Legislative Assembly, on Friday, November 17, 2023, by Doctor Aboubakar Nacanabo. “…the Department of Finance bears the allocation of the financial burden of the debt which should amount to 911,861,927,000 FCFA over the period 2024-2026,” revealed the financier of the transitional government. In addition to this financial burden of the debt, the minister mentions that the total programming of payment credits in 2024 amounts to 221,818,399,000 FCFA, with 56,296,489,000 FCFA of commitment authorizations distributed between the 5 programs . Facing the representatives of the people, the minister also presented the characteristics of the 2024-2026 program budget of his department. It emerges from his presentation that to continue the dynamic of innovation initiated, which has enabled the improvement of the mobilization of own resources, the rationalization and control of public expenditure, transparency and accountability, the Department of Finance has developed its 2024-2026 program budget on the basis of the allocated envelopes and in strict compliance with the strategic orientations and directives given by the President of the Transition, in the budgetary circular for the development of the State Budget, financial year 2024.

A “war” oriented budget

The said 2024-2026 program budget is focused on 5 budgetary programs, it is in accordance with the pillars of the Action Plan for Stabilization and Development (PA-SD). Dr Aboubakar Nacanabo stressed that in the event that the deputies were to give their final approval to the 2024 budget, this would, on the one hand, support the government’s efforts in terms of the reinstallation of state services in the liberated localities, and on the other hand, the drying up of sources of supply for armed terrorist groups with resources of all kinds and the fight once morest money laundering and the financing of terrorism. According to the first head of this department, the 2024-2026 draft program budget is estimated at 1535.670 billion FCFA, representing annual costs of 514.585 billion FCFA in 2024; 514.987 billion FCFA in 2025 and 506.198 billion FCFA in 2026. For effective and efficient management of this amount, the announced estimates are distributed between the 5 budgetary programs.

Budget 2024: why did the ministries and institutions all plead for an increase?

Lhe ministers and presidents of institutions were “heard” throughout the month of November 2023, by the deputies who are members of the COMFIB. They went to defend their draft program budget for 2024. These hearings revealed an observation, namely that all the ministries and state institutions pleaded for an increase in their 2024 budget. Two reasons are put forward to justify this request for rise. The first is that previous budgets have always fallen short of the needs of ministries and institutions, as a result, these two entities are unable to properly carry out their mission. The second is that with the security crisis, new needs have been added. For example, the ministry in charge of security wants more money to recruit, equip, train and deploy troops in the theater of operations. Achieving such a challenge requires a significant increase in the 2024 budget, to restore the integrity of the national territory.
