“This group was born from an observation shared between artists who play in cafés-bars-restaurants and their employers: artists are often paid out of pocket, by beer or even not at all. Our mission is to fight once morest the illegal work of artists and to secure both employers and artists”says Julie Rosenkranz, director of GIP Cafés Cultures.

This group manages two funds dedicated to supporting artistic and technical employment, in order to promote artistic offerings in local places such as cafes, bars and restaurants, considered essential links in artistic and cultural of the territories. Since its creation, it has supported 43,844 shows.

The first fund, managed since June 2015, is dedicated to cafes, bars and restaurants. The second was created in July 2023 and is intended for occasional employers outside cafes, bars and restaurants, such as festival committees, small towns, farms, communities, etc. Please note that the City of Pau is not for moment not adhering to the latter.

These funds are made up of several envelopes: each year, a community decides to allocate a budget to these initiatives. This will be supplemented by a contribution from the State, corresponding to half of the first envelope. For example, if Nouvelle-Aquitaine decides to allocate 50,000 euros to the GIP Cafés Cultures, the State will add 25,000 euros.

The Nouvelle-Aquitaine region and the city of Pau are participating in this approach, which aims to support artistic employment, but also the cultural animation and economic life of the territories through the first financing fund of the GIP Cafés Cultures. However, its envelope remains unexploited.

“The administrative burden represents a significant constraint for cafe owners, restaurateurs and hoteliers. However, this assistance is a real asset for occasional employers. This approach is simple, provides a legal framework for both parties and allows financial assistance to be obtained quickly”presents Rose-Anne Bisiaux, Culture Director of the City of Pau.

For the capital of Béarn, the objectives are multiple: contribute to the development of creation, employment, artistic practice and its representation in cultural cafés, bars and restaurants, increase access for a wide public to culture and live entertainment, directly supporting cultural activities and the economic life of the territories, and finally, spreading culture by promoting places familiar to users.

However, professionals in this sector remain a little perplexed: “On the one hand, we are asked to organize events and on the other, we are sanctioned, because it poses problems of noise pollution for local residents, who do not hesitate to involve the municipal police”, highlights one of them. On the other hand, some of them decide not to use it to pay intermittent workers lower than the legal minimum.
