The International Football Association “FIFA” confirmed that it is now possible for Ukrainian professional players in Russian and Ukrainian clubs to move to foreign clubs, explaining that local players who managed to leave the country can sign for another club even if the window designated for this is closed by the national federations.
FIFA expanded the effects of the exceptional decision it issued last week to allow foreign players and coaches to unilaterally terminate their contracts with Ukrainian and Russian clubs, to include Ukrainian players who can also move abroad, due to the Russian military escalation in Ukraine, explaining that not every club has the right. To include more than one player who is covered by this exceptional exemption, detailed in an appendix to the Regulations on the Status of Players Affected by the Consequences of the Military Escalation in Ukraine.
The International Federation also clarified that the aim of these measures is to facilitate the departure of professional foreign players in Russian clubs who are excluded from international sports competitions and competitions due to the situation in Ukraine, and who did not reach an agreement with their clubs regarding their departure.
He stated that these foreign players will have the right to unilaterally terminate their contracts before June 30, to be able to participate in other tournaments starting from the seventh of next April at the latest, although the period is outside the official transfer period.
FIFA said that foreign players and coaches in Ukraine will benefit from the same conditions to enable them to work and receive a salary while protecting Ukrainian clubs whose competitions have been suspended due to the Russian escalation, stressing that it will treat minor players fleeing Ukraine as minor refugees, and thus they will be able to enter the normally closed international transfer market. For players under 18 years old.
