Two days after the extension of the state of siege in North Kivu and Ituri by the two Houses of Parliament of the DRC – Democratic Republic of Congo – reactions continue to emerge within the Congolese political class. The most recent, received this Saturday, September 21, by Opinion-info.cd, is that of Ngaruye Muhozi Emmanuel, provincial deputy of North Kivu.
“The state of siege is a particular form of governance, which allows the rights of some to be sequestered. This is why this period must be short,” he responded during a program broadcast on Télé 50.
For this elected official from the Rutshuru territory, this exceptional measure aimed at restoring peace must end, in order to allow the military to go to the front, to face the Rwandan aggression, on the one hand, and, on the other, the local militias as well as the ADF in North Kivu and Ituri.
“I believe that the President’s entourage had misled him, because it is an extreme measure. When the state of siege was declared, only the military governors were brought in. Some two or three months later, that is when the military administrators were also brought in. But the troops remained the same and concrete measures had not been taken,” added Ngaruye Muhozi Emmanuel.
And he continued: “If the Government decides to launch large-scale operations in Beni, Masisi, Rutshuru and elsewhere, all those who are calling for the lifting of the state of siege will keep quiet. But today, everyone says that it is a scam when it is maintained unnecessarily. The governor who was supposed to be in the operations, the general staff took them away from him by an official message that violates the order of the President of the Republic. Curiously, the Head of State is silent and sanctions are not taken. From month to month, the governor is returned to civilian clothes.”
As a reminder, the bill on the extension of the state of siege in North Kivu and Ituri was adopted at first reading in the National Assembly on Thursday, September 19, at the end of a plenary session led by Jean-Claude Tshilumbayi, First Vice-President of this institution. The same bill was validated the following day in the Upper House of Parliament.
