In Togo, the state of security emergency has been extended for a period of 12 months in the savannah region in the north of the country, which is still plagued by terrorist threats.

The extension authorization was adopted this Thursday, April 6, 2023 at the National Assembly unanimously by the deputies present.

It is at the end of the second plenary session of the first ordinary session of the year 2023, chaired by Mrs. Yawa Tsègan President of the National Assembly, in the presence of the Minister of Security and Civil Protection Brigade General Yark Damehame who had at his side, Minister Christian Trimua in charge of human rights, citizenship training, relations with the institutions of the Republic, Government Spokesman.

The adoption of this law aims in particular to put jihadist groups out of harm’s way. This action is part of a threefold approach, namely the protection of defense and security forces, the protection of citizens and their property. Then, it allows to put the defense and security forces in the best possible conditions, to maintain the vigilance of the populations and to adapt the fight according to the evolution of the population.

“The state of security emergency extended for 6 months by the National Assembly on September 6, 2022 expired on March 12, 2023 at midnight, while the situation remains worrying in view of the persistence of new attempts, most of them valiantly repelled by our defense and security forces. By this vote, the National Assembly gives the government the legal means allowing it to extend the state of security emergency for a period of 12 months from March 13, 2023 in order to win the war once morest terrorism and violent extremism. said the Minister of Security and Civil Protection, General Yark Damehame.

“The law that you have just adopted will allow the government to take the necessary measures to put out of harm’s way, these armed terrorist groups which today lead an asymmetrical war and to protect the populations concerned as well as their property. “, he added.

This is why we take this opportunity to thank all the defense and security forces, all the senior army officers in their respective rank and quality alongside His Excellency the President of the Republic, Head of the Armed Forces who , in a spirit of anticipation and vision for this nation, had already planned everything to our advantage by refounding and reorganizing the army. This has led today to a structuring of this army in order to face the security challenges of the moment. We can only add our prayers to your prayers that God continues to protect our nation, protect his sons and their property and continue to bless us so that Togo can continue to shine in the firmament of nations,” said Mrs. Yawa Djigbodi Tsègan, President of the National Assembly.

As a reminder, the state of emergency is an exceptional regime which justifies the taking of exceptional measures to deal with a serious danger, perilous, unforeseeable circumstances on a given territory, for a well-defined period. Strengthened by this state which reinforces the security of persons and property and limits public or individual freedoms, on the initiative of the President of the Republic, on the basis of article 94 of the Constitution.
