The summary

The Senate’s Social Affairs Committee has commissioned a report from the Court of Auditors on the situation of Public Health France, in order to obtain an assessment of the operation of the new agency, a study of the means at its disposal to fulfill its missions, a analysis of its place in the institutional landscape, and an assessment of its budgetary management since the outbreak of the health crisis.

The need to modernize health surveillance systems, such as making information systems more robust, loosening human resources management, consolidating health promotion activity, strengthening the reserve management mission healthcare and to encourage the agency’s support for research, are well highlighted here.

However, the derogation from the fundamental budgetary principles accepted since the outbreak of the health crisis does not fail to pose embarrassing questions, in particular with regard to the distribution of roles, in the conduct of the country’s health policy, between funder and decision-maker.

As for the scope of the agency’s missions, finally, in particular in crisis management, and consequently on its place in the administrative system and the means which should be its own, the reflection is still far from being completed.
