Since the beginning of the twenty-first century, the United Arab Emirates has become the most important cultural center in the Arab world, and the most attractive to major cultural and artistic events from all over the world. Culture was part of the recognized success in building the country’s soft power, as it contributed to its ranking tenth in the world in the Global Soft Power Index for the year 2023, which included 121 countries, and thus advanced five ranks from its position in the same index in 2022. This prestigious cultural site belongs to For the UAE, the wise leadership cares regarding culture and the arts, which is embodied in the words of His Highness Sheikh Mohammed bin Zayed Al Nahyan, President of the State, may God protect him: “We in the UAE consider science and culture an integral part of our civilizational heritage, the development process, and the building of man. An open identity that is self-confident, without denying its values, originality and heritage.

Organized work and proper planning for cultural work is also one of the foundations for success, as shown in the “National Strategy for Cultural and Creative Industries”, which was launched by the state in 2021, and aims to advance the cultural and creative industries sector, and increase its contribution to 5% of the total GDP by 2031, strengthening the country’s position on the map of global cultural creativity, and for the UAE to be an attractive destination for innovators in the cultural field from all over the world.

In this context, the Ministry of Culture and Youth launched an initiative dedicated to motivating Emirati creators, unleashing their energies, and providing all appropriate conditions to mature their talents and abilities, under the title “The National Program for Granting Culture and Creativity.” The program includes seven main areas: authorship and publishing, music, film and television, performing arts and theater, visual arts and design, video games, and cultural heritage.

And through generous grants ranging from 100,000 dirhams to 50,000 dirhams, Emirati creators get the opportunity to make their work more known to the local and international audience, in an effort to highlight the diverse and rich cultural product of the UAE.

The program includes four categories of grants: the Creativity and Production Grant, which aims to finance the production of original and innovative artwork and creative works through various means such as films, music, performances and video games, the Distribution and Local Participation Grant, which aims to cover the costs of distributing, promoting and publishing creative projects, and the Grant Skills development, which is intended to cover fees for short-term professional programs such as accredited courses and professional diplomas, as well as travel grants and international mobility. It is intended to encourage creators to participate in international festivals, exhibitions and events.

The program reflects the belief of the UAE and its institutions that investing in the human resources of the country’s citizens remains the most important pillar in achieving its goal of being the best country in the world by its centenary in 2071, and in employing the energies of its creators in optimal employment that adds to the path of prosperity and prosperity.
