It is established that cultural diplomacy is officially a sector of a State’s foreign policy; it comes in a kind of public policy whose aim is to offer foreign countries the specificities of national culture.
Sometimes the State exercises it through cultural cooperation agreements (France-Germany cultural summits to solve problems and organize joint actions), intergovernmental agreements (creation of the Louvre in Abu Dhabi on March 6, 2007 between France and the Arab Emirates), cooperative actions between the State and other highlighted forces, especially in the field of cultural events (FESPACO in Burkina-Faso), creation of networks of institutions in order to support the promotion of its culture and language abroad (French Institutes, Franco-Senegalese Alliances) etc.
Beyond its ability to seduce the foreign partners of a State, to flatter pride and serve courtesy, cultural diplomacy offers opportunities to forge fruitful political relations in favor of the populations.
In an interdependent world, it serves as a means of social inclusion, of mutual understanding, of knowledge of the other in what constitutes their cultural identity. It enables the sharing of cultural values, achievements and assets thanks to the mobility of actors in the cultural sector and their productions.
This is why, as much as the State has the duty to multiply the initiatives going in the direction of creating cultural levers able to make a pact with the international cultural sector with a view to promoting the most representative cultural data of its nation, it should not neglect the establishment of a policy to facilitate the participation of its cultural actors in the flagship events of African and world cultural life, whether they are on the part of governments, the private sector or under the public-private partnership.
In this, we would like to salute the initiative of the State of Senegal which has created several support funds in favor of its cultural actors, among which, the Publishing Support Fund of an amount of one billion CFA francs.
Fatou Yelly Faye Wardini and I have often benefited, during our trips abroad, within the framework of our literary activities, from this institutional mechanism which is very useful for the cultural diplomacy of our country.
Could it be otherwise in the country of Senghor, the poet President who often invited cultural actors from his country to be part of his official delegation during his trips abroad?
