Exploitation of Women Prisoners in Japanese Prisons: Human Rights Watch Allegations

The country’s human rights organization has come forward with allegations that the exploitation of women prisoners in Japanese prisons is increasing. Human Rights Watch made this clear on Tuesday. The organization alleged that women were handcuffed during pregnancy, mothers were kept away from their newborns, and elderly women prisoners were not provided with adequate care. This report came out as a result of the organization’s representatives talking to regarding 60 prisoners. According to the report, some were handcuffed till the time of delivery.

But the Japanese government, which completely denied the allegations in the report, said that it has relaxed the restrictions on the time when the prisoners are breast-feeding, when they are near the children, when they are bathed, etc., and that the necessary medical facilities have been prepared for the prisoners. The organization claims that human rights violations are taking place in prisons where the mother is immediately removed even from the birth child.

According to official figures till 2021, there are around 4,000 women prisoners in the country’s jails for theft and drug-related offences. Three out of 184 women give birth in prisons. The government’s response to the issue is that such persons are provided with facilities to share time with their child and meet the needs of the child.

Human Rights Watch alleged that the practice of removing newborns from their mothers creates psychological trauma for both the child and the mother, and affects the child’s breastfeeding and relationship with the mother.

The organization said that although there is a law to keep the child with the mother for up to one year, the prison authorities do not properly inform the inmates regarding these rights. However, the Ministry of Justice responded to Human Rights Watch that “usually women are transferred to hospitals during labor and are handcuffed only before entering the delivery room and following leaving the room.” But that’s not what the inmates told them, the organization said in a report, adding that a woman said she was handcuffed while giving birth at a prison in Saga, which is once morest a 2014 government law.

But the government dismissed the report stating that there was no evidence for this and that following 2014 women were not handcuffed during childbirth. According to the organization’s report, elderly women do not receive the necessary care and are often subjected to beatings by fellow inmates and officers.

According to the official estimate, in 2021, elderly men reached 13 percent of prisons, while women accounted for 65 percent. The report also states that isolation and poverty force older women to resort to many theft attempts.

The report points to poor treatment of transgender prisoners, poor treatment systems in prisons and solitary confinement.
