A report by the Financial, Social and Environmental Council confirmed that the phenomenon of “rentierism” continues to be widespread within the exploitation of quarries in Morocco, regardless of the issuance of a legislation regulating this sector.
The report, titled “Mechanisms for Granting Licensing and Monitoring the Exploitation of Pure Assets (Water Assets and Quarries),” was introduced by the Chairman of the Council, Ahmed Reda Al-Shami, to the Minister of Tools, Nizar Baraka.
The report revealed that half of the sand utilized in Morocco comes from unlawful coastal sand mining, primarily based on a report issued by the United Nations Surroundings Programme.
The report indicated that there’s a clear lack of human and materials capabilities allotted to monitoring and periodic management of quarries, which has led to the dominance of the unorganized sector.
The unorganized sector is clear in unauthorized quarries, and licensed quarries that interact in practices akin to fraud and failure to completely declare revenue.
