The Minister of Public Administration, Labor and Social Security, Teresa Rodrigues Dias, stated yesterday, Tuesday, that staff training continues to be a priority for the Angolan Executive.
Speaking at the opening of the training year of the National School of Administration and Public Policies (ENAPP), he said that this aim is an indispensable element for the reform process underway in the country, with emphasis on Public Administration.
“The training of Public Service staff, in Public Administration, direct and indirect, is important because only in this way will we have our employees prepared for the challenges that arise on a daily basis, in the face of the immense adversities of our daily lives”, he said. .
It is no less true, continued the minister, that only with properly prepared staff, both from a technical and professional point of view, can we speak of a consistent Public Administration, in the field of the best solutions to technological, technical, building resilience to prepare for the future.
On the other hand, he said, the National Staff Training Plan, whose motto is “Fundamental Principles of Public Administration”, was also included in the 2023-2027 National Development Plan, to better exercise the improvement of public service staff, in broad sense.
Teresa Rodrigues Dias recalled that ENAPP carried out training actions in 2023, which exceeded the Executive’s forecast, reaching more than 23 thousand trained staff, out of the 20 thousand planned, considering the target set by the Executive of 100 thousand staff, by the end of the 2022-2027 mandate, and should train 20 thousand staff per year.
The minister explained that ENAPP presented the Biannual Training Plan 2023-2024, with an offer of courses that reflect the challenge of integration training with the needs of the labor market, carrying out courses transversal to the various sectors of the economy, professionalizing, those whose offer is tailored to requests, as well as the training of senior leadership.
From this perspective, he admitted that this institution has many challenges in terms of its corporate purpose, such as working towards its sustainability, in order to keep up with the challenges of technology and modernity, with the themes of computing and automation in its internal services.
To this end, he stressed that he must be rigorous in the credits that other debtor institutions have towards him, and their sustainability necessarily involves liquidation by third parties of their services provided.
In these terms, Teresa Dias understands that ENAPP must continue with its revenue collection services, with programs that are likely to be implemented, so that it can successfully carry out its mission.
