Examining PAC Lavaux: Grand Council Addresses Oppositions and Regulations

The Vaudois Grand Council continued its examination of the PAC Lavaux on Tuesday. After completing the first debate on the regulations, he began to deal with the oppositions linked to the plan, a tedious work aimed in particular at determining whether certain plots should remain or leave the cantonal allocation plan (PAC).

Apart from a few refusals and abstentions, the deputies very largely followed the various recommendations of the commission. Depending on the case, oppositions from private individuals, municipalities, foundations or associations were lifted or admitted. With one exception, the votes were done by show of hands, without debate.

This is the first time that the Grand Council has had to rule on oppositions filed during a public inquiry (160 in total in the case of PAC Lavaux). These particular skills were attributed to it by the Lavaux law and are the result of a political compromise of the time.

Regulations under roof

Before looking into the details of the plan, the Grand Council completed the first debate on the PAC regulations on Tuesday. The main articles had already been discussed last week and compromises had been found between the different political groups.

The right had thus passed certain relaxations to encourage the work of winegrowers. For example by facilitating the demolition of certain perpendicular walls, when they are too restrictive to exploit the vines. Or by allowing the use of capites for tastings or takeaway sales.

For its part, the left had also obtained certain restrictions with a view to protecting the landscape and biodiversity. This was particularly the case with the historic gardens listed in the Icomos inventory.

Continuation of the program

Extremely technical file, the examination of PAC Lavaux will continue next week. Oppositions are still to be processed. The deputies will then have to adopt the decree, which formally materializes the regulations, the plan and the processing of oppositions. They will also have to decide on a modification of the Lavaux law and on a possible further investigation.
