Where can you find information on the MACF independently?

The MACF is a European regulation. Extensive contextual and regulatory information, as well as thematic guides and tutorials are available, mainly in English, on the DG TAXUD website: Carbon Border Adjustment Mechanism – European Commission (europa.eu)

In France, the national competent authority is the Directorate General for Energy and Climate (DGEC). The dedicated MACF page on its website is full of up-to-date information, including an importer’s guide providing detailed information on how to complete MACF reports: Carbon Border Adjustment Mechanism (CBAM) | Ministry of Ecological Transition and Territorial Cohesion (ecologie.gouv.fr)

The General Directorate of Customs and Indirect Duties has created a MACF file bringing together on a single page useful links to:

  • a selection of content available on these different institutional sites
  • all the information sheets and news created on customs.gouv since the launch of the mechanism.

In case of difficulty, what assistance should I call on?

Serving French companies, the MACF mobilizes different administrations: General Directorate of Energy and Climate, General Directorate of the Treasury, General Directorate of Enterprises, General Directorate of Customs.

In order to provide appropriate technical assistance, we invite you to request the appropriate assistance service depending on the nature of the difficulty encountered.

Computer difficulties:

  • For difficulties relating to authentication/connection to access the MACF register: you can contact the customs user assistance service (SAU) via the OLGA online service. In OLGA, select “Support -> Online Service -> MACF / CBAM Access”. This assistance is only competent for what concerns computer access to the MACF register

  • For IT difficulties relating to completing the report : the assistance service is that of the European Commission. It is accessible directly from your page on the MACF register in the “Request” tab

Regulatory difficulties:

  • For questions related to the data to be provided in the MACF report, a single contact: the DGEC. A functional box has been created for this purpose [email protected]

  • For customs questions, Firstly, get closer to your center of economic action. If necessary, the latter will forward your question to the competent regulatory office at central level.

Prospective questions:

  • For questions relating to the implication of the MACF on the economy and trade (export, downstream, relations with third countries, etc.), the General Directorate of the Treasury, the General Directorate of Enterprises as well as the General Directorate of Energy and Climate: [email protected]

The MACF is a new regulation and many of you have questions. To allow everyone to obtain a personalized and rapid response, avoid multiplying reminders which extend the processing times of requests.
