Europe’s Largest Construction Site: Penly Nuclear Power Plant Expansion and EPR 2 Reactor Construction

It is a construction site which is set to become “the largest” in Europe. In Penly, in Seine-Maritime, the current nuclear power plant, already equipped with two reactors, is set to expand, as EDF announced this week. This is where the first two EPR 2 reactors will be built, a new model announced by Emmanuel Macron at the start of 2022.

The work, which is due to begin in June 2024, will not start from a blank page. At Penly, two other reactors should have already been built, but the project never came to fruition. Today there remain the remains of the project, which will be used to build the two new reactors.

EDF management assures that the pitfalls observed at Flamanville, this gigantic EPR project which began in 2007 and which is already 11 years late, will not happen once more. “We will carry out 30% fewer welds. We will prefabricate the walls of the reactor building, and we will come and take these walls and install them directly on the site”explains to 20H on TF1 Gabriel Oblin, director of the EPR 2 project. Likewise, the two future Penly reactors will no longer be surrounded by a double enclosure, but by a single, thicker wall.
