European Partnership Transforming Health and Care Systems – THCS

As part of the European research program Horizon Europe, the ministry is committed to the Transforming Health and Care Systems (THCS) partnership over the period 2023-2030. The objective is to support the transformation of healthcare systems through coordinated research and innovation actions.

Its main activity is the financing of transnational research and innovation projects on themes and priorities common to all European partners. It also carries out capacity building, networking and dissemination actions to meet the challenges of transforming health and care systems.

The partnership’s first call for transnational research and innovation projects will be open in the first quarter of 2023 (opening scheduled for March 14, 2023).

Goals

The THCS partnership aims to contribute to the transition towards more sustainable, efficient, resilient, inclusive, innovative and high-quality people-centred health and care systems that are equally accessible to all. To this end, the THCS partnership aims not only to create new scientific knowledge and evidence, but also to design new solutions and support their transfer and scaling up between countries and regions while promoting the strengthening of capacities.

To achieve this general objective, the partners are implementing in particular:

- Calls for transnational research and innovation projects

- Work to strengthen the link between research/innovation and current policy/practice

- Work to strengthen the ecosystem.

Partners

The THCS partnership brings together various partners (research organizations, funders, ministries, regional organizations, etc.) from 26 different countries (Austria, Belgium, Denmark, Estonia, Spain, United States, Finland, France, Greece, Ireland, Island, Israel, Italy, Latvia, Lithuania, Malta, Norway, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Sweden, Switzerland, United Kingdom).

At the French level, the ministry, represented by the DGOS, is a partner as well as the national research agency (ANR). INSERM also participates as an associated entity.

Transnational call for projects

A call for transnational research and innovation projects “Healthcare of the future” with which the Ministry is associated will be launched shortly. This call will bring together 35 funding bodies from 24 different countries and will have a budget of approximately €37 million.

This first THCS call for projects focuses on the general objectives of the partnership. It aims to support projects on models and solutions supporting the transformation towards person-centred health and care systems, in particular by optimizing the complementarity of hospital and ambulatory care and by focusing on the redefinition of the role, hospital missions and activities. The objective of the call is to provide the knowledge needed to build the healthcare of tomorrow and to support the implementation of existing solutions on a larger scale, by addressing several dimensions of healthcare and healthcare systems: quality, safety, efficiency, effectiveness, accessibility, sustainability, economy, ethics and resilience.

The proposed projects must involve research teams from several countries involved in the partnership.

An “expression of interest” and a complete proposal must be submitted electronically on the site dedicated to the call for projects (no proposal will be admissible by any other channel).

Additional administrative and budgetary elements will have to be sent directly to the DGOS at the same time as the submission of the detailed proposal. The frames will be available soon on this page.

The Ministry will exclusively finance the partners Health establishment or Health cooperation group or Health center or French health center of the selected projects, for a maximum total amount of €4.5 million.

ANR is also participating in this call to fund other types of French partners.
