European Aid to Palestinian Authority and the Hamas-Israel Conflict: Belgium’s Initiatives and Controversies

Of the 300 million euros in aid sent by Europe each year to the Palestinian Authority, a good part is used to pay allowances to the families of terrorists killed or captured in Israel. This is what the French newspaper Le Canard Enchaîné said on Wednesday. “The families of the approximately 1,500 Hamas terrorists killed or captured during the October 7 attack will be compensated by the Palestinian Authority – thanks, in part, to the approximately 300 million euros in annual aid it provides receives from the European Union,” writes Le Canard.

The existence of these diversions is a central concern for the Belgian federal government. In the desire to act from Belgium to calm the Israeli-Palestinian conflict, several politicians believe that it is necessary, alongside pressure measures once morest Israel, to act on the financial flows which support the terrorist actions of the Hamas.

Within Vivaldi, several ministers believe that freezing funds is a sanction that can be taken as part of the fight once morest terrorism. The idea would be to freeze the accounts of people involved in terrorist acts, such as those linked to Hamas.

After the Hamas attack in Israel on October 7, questions quickly emerged regarding the use made of the humanitarian aid provided by Belgium in the Gaza Strip. This aid is coordinated by the federal cooperation body Enabel, itself under the supervision of Minister Caroline Gennez (Vooruit).

“This is a major concern for us,” confirms the Minister of Development Cooperation. This reminds us that Belgium does not provide direct budgetary aid but that the Enabel agency coordinates financial flows on the ground. “The control is very strict.”

NGOs have been accused of being financed indirectly via Belgian technical cooperation. The socialist rejects these accusations and assures that they have no link with terrorist organizations. A triple check would have been carried out at the Belgian level, at the level of the Member States in conjunction with these NGOs and at the level of the European Anti-Fraud Office.
