“Europe, even in this case, has proven to be a stepmother, as well as far from reality. The situation of the seaside resorts in Italy is very different from what was in Bolkestein’s head. That directive is now old.” This is what Anna Maria Cisint, newly elected MEP of the League, said.
Why is this regulation outdated?
“It was aimed at the management of services and not the use of goods, right from the first draft. It is not current because it is far from today’s context. In our country we speak mostly of small entrepreneurs, of families who have invested the sacrifices of a lifetime. We must make every effort possible to ensure that their work is not thrown to the wind.”
What is the aim of the beach resorts?
“In Friuli Venezia Giulia, the Region has worked to create adequate guidelines shared with the territory, so that if it were to go to tender, as the sentences say, there would be no backlash. In fact, autonomy is also a good thing in this case… In the case of compensation, the beach operators are only asking not to lose what they have invested. Now the ball is in the Municipalities’ court.”
Why?
“They will have to be vigilant so that our beaches do not fall prey to large groups. There are ways that allow SMEs to continue to be holders of tourist-recreational concessions.”
The Government, meanwhile, promises a reorganization in this regard. Will there be an agreement or will it end up in court?
“In reality, the court, if we want to call it that, has already expressed itself. In all the sentences, the judges have said that there must be a competition. Well, therefore, the government study on free beaches. If you have them, why not put them in competition? The important thing is that, in the competitions, there are common guidelines, which apply to everyone and not different applications. These must have as a priority the protection of SMEs and give the possibility to those who want to make investments to amortize them, something that has not been done up to now”.
Fitto, meanwhile, declared that the confrontation with Europe continues, with all its complexities. Do you find yourself with this position?
“There must always be a discussion. Minister Fitto is right to continue the dialogue, even though we have different objectives. This, however, must not block the possibility of having immediate answers. It would be harmful to lose more days.”
We are talking about a turnover of 32 billion, even if the concessions are low-cost. Without reimbursements, don’t we risk leading more than one to close their doors?
“The goal should not be how much I spend to get concessions. The current ones, after all, are not as expensive as some say. I would rather aim for a work perspective that is multi-year, at least fifteen years, that really gives the possibility of making investments, a bit like what happens in the port sector. I think that the concessionaire’s primary goal is to do business. We must also take into account another fundamental aspect: climate change. The summer seasons are not what they used to be and this has a significant impact on working days. These are all aspects that politics cannot ignore. We need ad hoc tools. Otherwise we would be damaged from an employment point of view. There is no doubt about it. These are the bases on which agreements can be found. We certainly would not have talked about anything if Europe had reasoned as it should have from the beginning and not taken into account an instrument that is now out of date.”
