EU presents recommendations on accession negotiations

The EU Commission will present its enlargement report on the candidate countries on Wednesday. She is likely to recommend starting accession negotiations with Ukraine and Moldova – under conditions. Some states – including Austria – are also demanding a clear signal to the Western Balkan states, some of which have been on the EU waiting list for over ten years. The debate regarding enlargement is also inextricably linked to the debate regarding EU reform.

All 27 EU states must decide unanimously to start accession negotiations. The EU heads of state and government might give the starting signal at their summit in Brussels in mid-December. Ukraine and Moldova have been candidates since June 2022. The EU is currently negotiating with Montenegro, Albania, Serbia and North Macedonia. Bosnia-Herzegovina is a candidate country for membership. In addition, Kosovo and Georgia are also waiting for the starting signal for accession talks without having official EU candidate status. Talks with Turkey have been on hold for years due to constitutional deficits.
