The head of the European Commission (EC), Ursula von der Leyen, said that the European Union is discussing the possibility of introducing restrictions on the transit of goods through the Russian Federation, as well as the possibility of banning the supply of sanctioned goods to countries that resell them to Russia.
“We notice a discrepancy between how many leave the European Union, transit through Russia and then end up in a third country. And therefore we are discussing as a deterrent the issue of introducing a ban on transit (through the Russian Federation.— “uh”),” said the head of the EC at a joint press conferences with European Council President Charles Michel.
In addition, the EU is ready to raise the issue of restricting trade with third countries that supply European dual-use goods to Russia. “We are talking regarding third countries that buy goods from the EU and then, presumably, transfer these sanctioned goods to Russia. We can prohibit the supply of goods to these countries if there is undeniable evidence that we are talking regarding a violation of sanctions and supplies to Russia,” the head of the EC concluded.
From the remarks of Mrs. von der Leyen, it follows that the EU can focus on the above restrictions when introducing a new, 11th package of anti-Russian sanctions. Mr. Michel, in turn, believes that the EU needs to carry out “explanatory work” with countries (in particular, developing ones) and explain to them the need for sanctions once morest Russia.
The EU introduced a ban on the transit of European dual-use goods through Russia with the 10th package of sanctions at the end of February. The fact that the G7 (together with the EU) is preparing a tightening of measures as part of a new package of sanctions, Bloomberg reported on May 2. Interlocutors of Kommersant FM in various industries doubt the effectiveness of these measures.
