The Commission for Ethics in Science and Technology (CEST) has just issued an opinion identifying the technological prerequisites for the implementation of artificial intelligence (AI) in the health sector. In addition, the opinion identifies and analyzes the ethical issues raised by the digital transformation of the health and social services network (RSSS) and makes recommendations to decision-makers.
These recommendations relate to:
the technological dimension of health data; information systems and digital infrastructure; governance in information technology and digital transformation as well as the risks of increasing health inequalities.
The CEST’s mission is to advise the Government of Quebec on any question relating to ethical issues related to science and technology and to encourage reflection on these issues. It aims to inform, raise awareness and issue recommendations to encourage greater consideration of ethics, particularly by decision-makers and practice settings, in order to support them in their decision-making processes.
As the Commission explains in a press release, “AI has the potential to bring significant benefits in the management and delivery of care as well as in research. The governments of Quebec and Canada have invested significant sums in research and development in AI and health AI tools exist or are regarding to reach maturity. »
“In this context, calls for the integration of AI in the field of health are increasing. However, the CEST starts from the observation that the digital transformation of the Quebec RSSS is not sufficiently advanced to allow the integration of AI tools on a large scale. In this new opinion, she examines the conditions necessary for an ethically acceptable digital transformation of the RSSS with a view to integrating AI. »
“This opinion proposes ethical guidelines related to the digital transformation of the health network and the integration of AI,” says Jocelyn Maclure, president of the Commission on Ethics in Science and Technology. “Its publication is particularly timely at a time when Quebec is embarking on this transformation, as evidenced by the current call for tenders process for the purchase of the digital health record. »
