As part of the implementation of the High Guidelines of His Majesty the King, Mohammed VI aimed at reviving the economy and safeguarding jobs and following the publication of the circular of the Head of Government No. 09/2022, dated of April 18, 2022 on measures to mitigate the impact of soaring prices and supply difficulties on companies holding public contracts, Fatima Ezzahra El Mansouri, Minister of National Territorial Development, Urban Planning, Housing and City Policy chaired on April 19, 2022, at the Ministry’s headquarters, a working session with Badre KANOUNI, Chairman of the Management Board of Holding Al Omrane (HAO) and Bouazza BARKA, National Director of Program for the Sustainable Development of Ksours and Kasbahs (PVDKK).
« We attach particular importance to the application of the Circular of the Head of Government in order to relieve the cash flow of companies in the construction sector and enable them to save jobs, continue their activities and preserve their competitiveness. Appropriate measures will be put in place by the bodies under supervision to allow, among other things, the reduction of payment deadlines, the payment of pending invoices as well as the revision of the deadlines for the execution of current contracts.“, specified the minister
Thus, in order to support companies negatively impacted by this difficult situation, the Minister gave her instructions to set up a national commission as well as regional commissions made up of representatives of Al Omrane Companies and Ministry entities in order to ensure follow-up. of the execution of the circular and to draw up consolidated reports for this purpose. Regarding ongoing disputes between public contracting authorities under supervision and construction companies, arbitration will be set up to support operators holding public contracts who are bearing the full brunt of the exceptional circumstances linked to the crisis (compensation for delay , confiscation of guarantees, etc.).
It should be recalled that the Minister held, during this month of April, two working sessions with the National Federation of Building and Public Works (FNBTP) and the Federation of Construction Materials (FMC) during which the operators presented the difficulties encountered following the crisis linked to the high cost and scarcity of raw materials and the soaring cost of energy and transport as well as their impact on the financial health of companies. An occasion during which the Minister reiterated her support for the safeguarding of the national company, especially in a sector which employs 1.2 million people and which represents nearly 6% of the GDP.
