The Fifth Commission of the House of Representatives approved unanimously (23 votes), this Tuesday, October 11, a proposal by representatives Juan Espinal and Óscar Villamizar, from the Democratic Center, so that the manager of EPM, Jorge Carrillo, attend the Congress and explain the reasons why the first turbine of the Hidroituango project has not been started up, since before November 30 next two of these must be turned on.
Espinal indicated that the debate to which Carrillo was summoned is expected to take place next week or in a maximum of 15 days.
They also requested the presence of Christian Jaramillo, director of the Mining and Energy Planning Unit; Jorge Alberto Valencia, executive director of the Energy and Gas Regulation Commission; to Javier Pava, director of the National Unit for Disaster Risk Management, who should explain the risks that persist for downstream communities of the project.
Depending on the competence of the attendees, they are also expected to explain the sanctions that would entail not putting the project into operation before November 30, which is estimated at a fine of up to $3 billion.
The citation will also be addressed to Javier Darius Toro, manager of Hydroituango; the legal representatives of the firms currently executing the works; Carlos Rodríguez, Comptroller General; Francisco Barbosa, attorney general; Margarita Cabello, attorney; and Carlos Camargo, Ombudsman.
The approved proposal also requested that the session is transmitted by the channel of the Congress, as well as the fiscal, disciplinary and criminal risks to which the project is exposed if it does not come into operation on time.
