“You open the entrance door, and there is a truck”
Residents of Viktor Sayapin Street, 8 in Grandichi addressed the editorial office of Vecherny Grodno. Their house is in the center of the pedestrian zone. The ground floor houses a beauty studio and several grocery stores. A tiled path regarding 100 meters long leads to the high-rise building from the main street. It is used by residents of the house when it is necessary to unload furniture, building materials or heavy bags, as well as the disabled, for whom parking spaces are provided nearby.
In addition to them, heavy trucks also drive along the same path, which deliver goods to the shops on the ground floor.
– Every day, 2-3 cars stand right under the windows, the lawns have been destroyed, the bars have been ruined. Nearby there is a playground, an outpatient clinic – there are a lot of people walking here. They made the yard without cars, but in fact they only go back and forth, – several residents of the house repeat in one voice.
People say that sometimes a whole yard of vehicles runs over at the same time, and they show photos and videos that show how a small area under the house turns into a parking lot for heavyweights:
And there are many such photographs. Up to 10 trucks come to only one grocery store per day, each unloading takes regarding 15 minutes. It happens that the residents themselves cannot drive up to unload the tiles – everything is forced. Until the flower girls were set up, it was impossible to get out of the entrance, you open the door, and there is a truck standing there, boxes. If you make a remark, they still snap back.
Error in the project?
According to the chairman of the Customs Union Andrey Borko, in order to limit the number of vehicles under the windows of the high-rise building, they planned to put a prohibitory road sign at the entrance near the house number 12, but this territory is alien. And even if you put up a sign, according to the Rules of the Road, you can still drive under the “brick” to unload products. They even called the traffic police to the place, they allowed to put flower girls in front of the entrance. Green areas along the path were overlaid with stones. But this does not solve the problem either.
“In my opinion, this is some kind of design flaw. And residents are suffering. And they can’t do anything regarding it. Today we will bring the land, fix the lawn, repair the gratings, and tomorrow they will be broken once more. It is necessary not only to correct the consequences, but also to solve the cause of their occurrence, – Andrei Borko is sure.
The easiest solution, according to the residents, is to buy a rohl (a special cart for moving goods manually on pallets). I got on the road, loaded the rokhlya and drove it up. There was another option – to fence the area with posts, but we decided that this was not safe – the children would hang. The owner of one of the grocery stores, who also attended the meeting with the journalist, promised to make his contribution.
In the meantime, the lawns were put in order and fenced with stones – for how long, time will tell.

Andrey Tsydik, head of the agitation and propaganda department of the UGAI Internal Affairs Directorate of the Grodno Regional Executive Committee:
– According to the rules of the road, trucks can drive up to the house for unloading. Vehicles are not allowed to drive on roadsides, sidewalks, bike paths, footpaths, or rider paths, except in certain cases. Vehicles of road maintenance and public utilities, vehicles with an inclined white stripe on the sides, as well as other vehicles that serve trade and other organizations located directly at the shoulders, sidewalks, bicycle, pedestrian paths, paths for riders can move along the specified elements of the road. or pedestrian zones, but in the absence of other possibilities of access. At the same time, road safety must be ensured.
Therefore, it is impossible to prohibit the entrance in this case. As an option, use carts to deliver goods to the store, as they do, for example, on Sovetskaya Street. As for the projects of houses, including non-residential premises, they are consistent with the traffic police. But at this stage, it is not specified what exactly will be located on the first floors. Perhaps, if we are talking regarding opening a store, it would be necessary to oblige the owners of the premises to obtain additional permits, for example, in architecture or trade.

When placing in residential buildings catering establishments, shops with a total trading area of up to 1000 sq. m, post offices with a total area of up to 700 sq. m, workshops for the repair of household machines and appliances, shoe repair with a total area of up to 100 sq. m and other objects (hereinfollowing – objects), according to the technology of which daily loading and unloading is required, loading and unloading should be carried out from the ends of residential buildings that do not have windows, or from underground tunnels, or from highways in the presence of closed loading rooms. Closed unloading rooms may not be provided for with a total area of objects up to 150 square meters. m.
With a total area of objects not more than 50 sq. m, loading and unloading can be carried out through the front door before the start of the facility or during a working break (Sanitary norms, rules and hygiene standards “Requirements for the arrangement, equipment and maintenance of residential buildings”, approved by the Decree of the Ministry of Health of August 20, 2015 No. 95).
