Enhancing Indigenization in Bahrain: Stricter Employment Restrictions in Government Institutions

As part of indigenization in Bahrain, more employment restrictions may be imposed in the government sector. The recommendation in this regard was approved by the Parliamentary Committee.

As part of ensuring employment opportunities for natives in government institutions, the recommendation to impose appointment restrictions was submitted to the Parliamentary Committee for approval. The Parliamentary Committee examined and approved proposals including changes in the Civil Service Act to bring more restrictions on the appointment of expatriates in government institutions. The Legislative and Legal Affairs Committee had earlier approved this recommendation.

Suitable when making an appointment in government institutions. The civil service law will include a rule that non-residents should be given an opportunity only after ensuring that there are no native citizens as candidates. Along with this, there will be a provision in the law amendment that stricter conditions will be imposed on the educational qualifications and employment contracts of non-residents. If a non-resident candidate is to be employed, it will be stipulated that he should have at least 10 years of experience in his field of specialization and at least a post graduate degree.

In the event that non-residents are to be appointed, their employment contracts should be fixed for a maximum period of two years. If the employment contract is to be renewed on expiry, it should be ensured that there is no suitable local candidate available. There will also be a provision that employment should be fixed with the approval of the committee formed by the Civil Services Bureau. The Civil Services Bureau will also require that contracts specify that the foreigner’s duty on contract basis is to train Bahraini employees until they are qualified. The new proposals are to increase the pace of indigenization in government institutions of the country.
