Energy Transition of Geneva’s Autonomous Public Establishments: Report by Court of Auditors

In Geneva, the autonomous public establishments (EPA) are on the right track in terms of energy transition, but the initiatives initiated are not sufficiently structured. This finding comes from a report by the Court of Auditors, which analyzed the management of eleven EPAs to renovate their housing stock.

A halftone transition. This is essentially the finding of the Geneva Court of Auditors, which carried out an audit on the energy transition of autonomous public buildings (EPA). The supervisory body has scrutinized the steps taken in this area by eleven EPAs, including the Geneva University Hospitals (HUG), Palexpo and the General Hospice. In total, they represent more than two million m2 of energy reference surface. In its report, the Court explains that the transition has indeed begun, it remained to be seen whether it was sufficient to achieve the objectives set by the canton: i.e. a 60% reduction in greenhouse gases by 2030 and 100 % by 2050 as well as the total abandonment of the use of fossil and nuclear energies. For François Paychère, magistrate at the Court of Auditors, these buildings have initiated the necessary transition but in a way that is not sufficiently structured.

The Court of Auditors had already carried out this exercise for buildings owned by the State. François Paychère refused to make a ranking between the EPAs in relation to the progress of their energy transition approach. Not only do these EPAs have different needs depending on their activity, but they also depend on external constraints such as a connection to the GeniLac system, noted the magistrate. The comparison therefore does not make sense, according to him.

The control body also looked into the role of the Cantonal Energy Office (OCEN), which is in charge of monitoring and controlling the measures to be taken for the energy transition. The conclusion is clear: this office must increase its staff and improve its IT system to automate certain tasks. The eight recommendations issued by the Court of Auditors have all been accepted.

OCD structure to be reviewed

The Court of Auditors also presented the results of the analysis it carried out on relations and organization within the cantonal detention office (OCD). During the process of recruiting the Director General of the OCD, she accompanied the commission responsible for examining the structure of this office. It shows in particular that the relations between the general management and the penitentiary establishments must be strengthened. The observations of François Paychère.

The Court specifies that it did not participate in the process of recruiting the director general of the cantonal detention office. It was requested by the Department of Security, Population and Health (DSPS). This is only a consultation without recommendation.
