Empowering Swiss Cinema: Alain Berset’s Measures for a Vibrant and Diverse Film Industry

The cinema serves as a model

The director of the Federal Office of Culture (OFC), Carine Bachmann stressed that the cinema serves in this respect as a model for other cultural sectors, thanks to pre-established contracts. Carine Bachmann once more raised the “need for an independent, diversified and quality cinema”.

Alain Berset put forward three important measures to allow the cinema sector to adapt. The first was to adopt compensatory measures following Switzerland’s exclusion from the EU’s MEDIA programme: this was linked to the yes of the Swiss to the initiative once morest mass immigration in 2014. The upcoming challenges of the film industry have been taken into account in the new message on culture 2025-2028, in consultation until September. Lessons learned by the cultural sector during the pandemic are also included.

Languages

In addition to the cinema, the President of the Confederation highlighted certain elements which have marked the cultural policy which he has pursued for 12 years: the maintenance and promotion of the cultural and linguistic diversity of Switzerland and therefore of social cohesion , particularly in the context of language teaching, is one of them.

We remember that the learning of French had been called into question by some German-speaking cantons, which had prompted Alain Berset and his department to intervene. The encouragement of cultural participation and amateur culture is another part of this cultural policy. As such, nearly 125,000 young people now benefit from support to practice music thanks to the “Youth and Music” programme.

To give more visibility to the creation of Swiss artists, the Swiss Culture Prizes were also restructured under the reign of Alain Berset. Without forgetting the promotion of the culture of construction, “a field in which Switzerland plays a leading role in Europe through the impetus it gives and through its coordination work”.

The entry into office of Alain Berset as head of the Federal Department of the Interior on 1 January 2012 coincided with the entry into force of the new law on the encouragement of culture (LEC). This law clearly defined for the first time the responsibility of the Confederation in terms of cultural policy, the cultural message, adopted every four years, becoming the tool for setting its strategic orientation.
