“What separates us, you as employees and me as boss, is that I take risks. » The atmosphere, as often, is tense, on March 20, 2023, at the meeting of the central social and economic committee (CSEC) of Cosem. Daniel Dimermanas, dental surgeon and general manager of this venerable associative medical group, founded in 1945 by a resistant doctor, tries to justify to employee representatives a number of controversial decisions, including its use as a company vehicle. , of a Jaguar. “I don’t like Mercedes”, he explains, before showing his annoyance with the CGT Santé Privée union representative, Muriel Saint-Omer, who finds this choice indecent, while the unions have been calling for a salary increase in vain for months: “We are not in the class struggle. You want me to drive a 2CV? » Then to threaten: “If you bother me on one side, I will do what is necessary on the other”.
This threat is very concrete: Mr. Dimermanas is at the head of another structure, Eden, a subsidiary of the Magenta Dental Center, which he also directed and which was absorbed in 2022 by Cosem. Eden acquired, via a loan, the buildings owned by Cosem in Paris to house its health centers. Reimbursement is made through the payment of rent for health centres. In June 2021, Daniel Dimermanas, as a manager, sold himself and his two sons, Samy and Haïm, the company Eden, for 28 million euros.
A sum that he does not pay, since he grants himself, as leader of CDM and Cosem, the two owner structures, a “vendor credit”, repayable in 2032, without guarantee. Since then, Cosem has had to pay a monthly rent to Eden, therefore to its own manager and his children, for buildings that he owned for a long time. It is also Cosem which finances the work carried out in the buildings acquired by Eden in several cities in France in order to set up health centers there.
This is the main grievance that motivates the report made to the National Financial Prosecutor’s Office and the Defender of Rights by members of the Social and Economic Committee (CSE) of Cosem, and to which The world and the investigation unit of Radio France had access. Their advice, Mr.e Jérôme Karsenti, denounces a structure whose “employees are in pain”even though “public money is used to enrich the owners and their families who have taken control of this historic Parisian institution”. For these employees, the Cosem (for “coordination of social and medical works”) has drifted away from its primary goal, access to quality care for all, to become a “cash machine” serving a family.
