Emmanuel Macron validates an “exceptional” tax to improve public finances

Emmanuel Macron declared on Wednesday that the “exceptional taxation on companies”, proposed by the government of Michel Barnier, was “well understood by large companies”, but specified that it must remain “limited”. This measure aims to respond to the deterioration of French public finances. Emmanuel Macron, however, warned that the solution should not consist of “a short-term adjustment by cutting social spending”, nor in excessive overtaxation, due to the country’s limited fiscal room for maneuver.

On Tuesday, the Prime Minister announced that “large companies which make significant profits” and the “richest French people” would be asked to contribute, in the name of “fiscal justice”, in order to gradually reduce the French public debt. The deficit could in fact reach 6% of GDP this year, well beyond the 3% target set by the European Union.

“Not much room for maneuver”

During his speech, Emmanuel Macron stressed that France does not have “much room for maneuver in terms of taxation”, because it is “number one or two in terms of taxation” in Europe. The president estimated that the priority of the French economy should be to strengthen “the youth activity rate” and reduce unemployment, areas in which Germany is more efficient. He also indicated that he intended to continue his action to stimulate competitiveness and economic growth. “For me, the first priority is the European scale,” he nevertheless clarified during a forum in Berlin.

During his visit to the German capital, the Head of State insisted on the fact that Europe represents a key lever to “unlock a lot of growth and potential”, pleading in particular for a “simplification shock” of regulations within the European Union. According to him, economic dynamism and innovation in Europe are currently hampered by too much regulatory complexity, which he wishes to reduce in order to promote better European competitiveness.
