DUBAI, 5th December, 2020 (WAM) — The Health and Environmental Affairs Committee of the Federal National Council held today, at the headquarters of the Council’s General Secretariat in Dubai, a meeting chaired by HE Naameh Abdullah Al Sharhan, Second Vice-President of the Council and Chairperson of the Committee, during which it discussed a draft federal law regarding “practicing some Health Professions.
The meeting was attended by His Excellency Nasser Muhammad Al-Yamahi, Rapporteur of the Committee, Athraa Hassan bin Rakad, Somaya Abdullah Al-Suwaidi, Muhammad Ahmed Al-Yamahi, Khaled Omar Al-Kharji, and Aisha Muhammad Al-Mulla.
The committee held a procedural meeting during which it elected, by acclamation, His Excellency Naameh Abdullah Al Sharhan, the second deputy chairman of the council, as chairperson of the committee, and HE Nasser Muhammad Al Yamahi as rapporteur of the committee.
During the meeting, the committee reviewed the studies and technical papers related to the draft law and the comparative table. It also discussed its amendments to some provisions of the law, which consists of 23 articles.
A draft federal law regarding “practicing some health professions”, according to the explanatory memorandum, aims to regulate the practice of the health profession, protect society from illegal practices of this profession, and lay down the foundations and standards necessary for practicing health professions in order to achieve the best health services for community members.
The articles of the draft law dealt with provisions related to definitions, objectives of the law and the scope of its application, the inadmissibility of practicing health professions without a license from the health authority, provisions related to the conditions that must be met to obtain a license, mechanisms for receiving and deciding on license applications, and grievance mechanisms once morest decisions issued to reject applications and types of licenses issued, in addition to To indicate that the license issued does not exempt from obtaining other licenses determined by the legislation in force in the country.
It also dealt with the provisions related to the obligations, ethics, ethics and duties of the health profession practitioner, the commitment of the Ministry and the health authorities to establish a register of health practitioners, the organization of the procedures to be taken in the event that the health profession practitioner loses his health fitness and cases of license cancellation, and the provisions related to matters prohibited for the health profession practitioner, and disciplinary penalties and grievances. Among them, and the provisions related to the penalties prescribed for violators of the provisions of the law.
