This is what results from the draft regulation on the technical conditions that buildings and their location should meet. The Ministry of Development and Technology is returning to work on these regulations after a three-year break in the proceedings. Deputy Minister of Development and Technology Jacek Tomczak indicated that the regulation will be adopted within a maximum of two years. The draft has already been submitted for consultation, and the first opinions on the changes have already been received.
Kamil Kowalski, director of Integracja LAB, emphasizes that the Integracja Foundation, which supports disabled people, submitted its proposals several years ago and many of them were included in the draft regulation. This includes reducing the number of storeys, which determines the requirement for a lift in buildings.
The Ministry of Development and Technology calculates that the regulation from 2021 proposes introducing an obligation to equip public utility buildings with two or more storeys with an elevator; multi-family residential buildings with three or more storeys; collective housing buildings with two or more storeys (e.g. hotels, youth hostels, boarding houses or accommodation buildings on the premises of a prison).
According to current regulations, a lift is required in buildings with a top floor with rooms intended for the stay of more than 50 people, in which the difference in floor levels between the first and the top floor above ground, which does not constitute the second level in a two-level apartment, exceeds 9.5 m. A multi-family residential building up to and including the fifth floor above ground does not have to have a lift, if all the rooms on the top floor are part of two-level apartments.
