Elering is planning new high voltage lines in Lääne Nigula municipality

The national grid operator Elering is planning corridors of 330 kV high-voltage lines between Aulepa and Rist for the EstLink 3 submarine cable between Finland and Estonia.

In addition to the 30-35 kilometer long corridors of overhead power lines, Elering also selects locations for the construction of the Rist 330 kV substation and the Aulepa converter station. First, however, Elering needs to find out what kind of plan to move forward with.

Elering wants to know whether it is necessary to draw up a special state plan or whether it is possible to limit oneself to the design conditions procedure. Heikki Salm, head of the construction and planning department of Lääne-Nigula municipality, is of the opinion that special planning is needed.

“What is the interest of Lääne Nigula in this Finnish-Estonian-Latvian cable [EstLink 3], so that we don’t have to prepare a special plan? What is the benefit of the municipality – I, as a rural person, do not understand that,” said Salm. “A special state plan must be drawn up, because it is an international line, not an intra-municipality line, that of Lääne-Nigula. Why do we need it? We don’t need it at all!”

Priit Heinla, Elering’s marine network development manager, is of the opinion that there is no need to draw up a special national plan for the planning of the high-voltage line route corridor, as what is planned in the plan is only within the borders of the Lääne-Nigula municipality. Thus, it is possible to limit yourself to the design conditions procedure.

„See [Eleringi] the letter was interesting, that although it is a Finnish-Estonian-Latvian project, we are [Lääne-Nigula valla] part of Eelring’s opinion is that routes can be chosen without carrying out special planning. My position is that it can only be a special plan of the state or a special plan of the municipality,” stated Salm.

The third cable

In Tunamullu in June, Elering and the Finnish grid operator Fingrid Oy signed a memorandum of understanding to establish the EstLink 3 electricity connection between Estonia and Finland by 2035.

The landing place of the Estonian end of the EstLink 3 sea cable would be near Aulepa on the west coast of Lääne Nigula. Elering plans the EstLink 3 overhead line route between Rist substation and Aulepa converter substation as two 330 kV overhead lines, as the construction of two overhead lines provides additional security of supply in case of possible infrastructure attacks and failures.
