On the sidewalk that runs along the Vishwavidyalaya metro station in New Delhi, electric tuk-tuks stretch in single file. It’s past 10 a.m. on this rainy Wednesday morning and customers are scarce. Rush hour is over. Students from the University of Delhi, which is only ten minutes away, have returned to class. Drivers overcome boredom by tapping on their smartphone, slumped behind their handlebars.
