In fact, this is one of the effects caused by rotation, but this initiative was created in the late 1990s with the aim of controlling pollutant emissions. In this sense, automobiles reached high levels at the time and it was necessary to develop a solution that continues to work to this day.

Even so, electric and hybrid models became exempt from the system only following 2014, by Law No. 15,997. The reason for this action was the arrival of the first models of the category in Brazil, the Mercedes Benz S400 sedan and the Ford Fusion (in 2010). In 2014, Toyota Prius was presented.

As a result, the City of São Paulo decided to implement the aforementioned law to encourage the purchase of cars in this category. Furthermore, he took the opportunity to announce that cars were not included in the municipal rotation system like combustion models.


The exemption problem…

While interesting, the law encompasses all hybrid car systems. That is, regenerative models, light hybrids and even those that are rechargeable from an external outlet. But there are brands that take advantage of this to equip low-power electric motors alongside large motors.

In practice, these models end up consuming as much as the 1.0 and 2.0 flex vehicles. However, as they are “hybrids”, they are exempt from the rotation program established in São Paulo.


How the rotation system works in São Paulo

Rotation restricts some cars from circulating on certain days of the week. In this sense, the models cannot circulate during two moments of the day: between 7 am and 10 am and between 5 pm and 8 pm at night, both times considered peak, with greater movement in the streets.

Failure to comply will result in a fine of R$ 130,16 and four points in the wallet. Check out the cars that have restricted circulation on each day of the week:

More benefits: discount on IPVA

For those who don’t know, another benefit implemented by São Paulo to encourage the adoption of electric cars is the 50% discount on the Property Tax on Motor Vehicles, the IPVA. Including, this goes for any car model, regardless of its value.

In May of this year, the Governor of the State, Tarcísio Freitas, decided that expanding this measure to the entire state might be interesting to expand this stimulus. Not only that, but it is possible that the IPVA will have a zero rate in the year 2024 and the measure will be valid for electric and hybrid models as well.
