On August 9, the international organization Electoral Transparency denounced before the Inter-American Commission on Human Rights (IACHR) what it considers to be massive electoral fraud in Venezuela.
In the text sent to the IACHR, Electoral Transparency also highlighted that violations of the civil and political rights of Venezuelans have been committed, inside and outside the country, following the presidential elections of July 28.
“Venezuelans went to the polls in large numbers despite the lack of information and all kinds of obstacles. Almost two weeks after the election, the National Electoral Council (CNE) has still not published the results of the election broken down by state, municipality, parish, voting center and polling station,” the organization said in a statement. your website.
The complaint before the IACHR held Elvis Amoroso, president of the CNE, responsible for his role in what they consider to be “electoral fraud,” due to the irregularities recorded and the delay in publishing the election results.

Electoral Transparency accused the Venezuelan Public Prosecutor’s Office of being an “instrument of persecution and criminalization” of citizens and opposition political leaders.
Other pro-government leaders, including Nicolás Maduro, were mentioned in the Electoral Transparency complaint as actors in the irregular processes that have distorted the presidential elections in Venezuela.
The text sent to the IACHR also indicated that the president of the National Assembly (AN), Jorge Rodríguez, attempted to “direct the decisions and actions of the CNE with political criteria and without being part of his competences and powers.”
They also denounced that the president of the Supreme Court of Justice (TSJ), Caryslia Rodríguez, initiated a procedure that does not correspond to her by accepting the appeal for protection filed by President Maduro.
Independent audit
Electoral Transparency asserted that an independent audit of the voting records presented by the CNE is necessary to ensure that they are authentic.
In this regard, he stated that due to the time that has passed without the CNE publishing the detailed results, independent supervision is required to certify that the records meet the requirements to identify their origin and whether the chain of custody was not compromised.
The international electoral process organization stressed that the alleged hacking of the CNE should not be considered an excuse for the delay in the disclosure of the electoral records.
“Both the Plan República and the witnesses of the United Socialist Party of Venezuela (PSUV) have in their possession the voting records issued by the machine before transmitting them to the totaling room,” stated the Electoral Transparency complaint before the IACHR.
Institutional channels
They added that the electoral documents published by the Comando Con Venezuela were audited by academics, specialists and media outlets and yielded a different result than those issued by the CNE.
“From an arithmetic point of view, the CNE results are implausible and do not have any kind of documentary support,” the organization said.
The complaint also stated that the institutional avenues in Venezuela have been exhausted, meaning that the majority of Venezuelans who voted on July 28 do not have the channels to enforce their decision.
“Countries in the region and the world must understand that Venezuelans do not have their own institutional channels to enforce their will, which was expressed on July 28,” said Electoral Transparency.
