El Salvador President Nayib Bukele Announces Major Political and Administrative Changes, Declares War Against Corruption

The President of the Republic, Nayib Bukele, made 3 important announcements to the Nation tonight, within the framework of his report for his fourth year in government. The first big change has to do with the organization and political and administrative division of El Salvador, going from 262 to only 44 municipalities; while the second announcement was to reduce the legislative body from 84 deputies to 60. And the third, which the president said was the most important, declared war on corruption.

“Today I have three important announcements: First, I have in my hands the proposal to reorganize the political-administrative division of El Salvador. We are going to reduce the number of mayoralties in the country. From 262 we will go to 44”he announced, and at the same time he emphasized that from the first day of his government he faced blockades but that he was always determined to change the country, which was possible with the arrival of the new Legislative Assembly and the purification of the Judicial System and the Public Ministry.

«We will have 44 mayors with their municipal councils. How is it possible that in such a small country, barely 21,000 square kilometers, we have 262 municipalities with payrolls and administrative expenses that in most cases exceed what they collect from taxes,” he explained. In the same way, he added that with the new modification, the population will be able to choose “the best mayors” and will be able to audit them since they will work for all the municipalities, without any distinction. “All municipalities will have more equitable opportunities to grow”argument.

He explained that the proposal contains that the municipalities become districts that in turn will integrate these 44 mayoralties, in such a way that there will no longer be 262 mayors, nor 262 municipal councils, nor trusted collaborators such as trustees, substitutes, treasurers, managers, assistants, and others. He accepted that the only ones that will be affected will be the positions of trust, but that the infrastructures that have been known up to now will be maintained, so that employees from different managements will continue working as usual.

The second announcement of the night was the reduction of deputies in the Legislative Assembly. «Here I have the proposal. We are going to reduce the Assembly to 60 deputies, as it was before the false peace agreements were signed”, he pointed out.

At this point, he argued that the Arena-FMLN parties increased the number of deputies in the peace agreements “to ensure positions (seats) for their friends,” he said.

“This Assembly had 60 deputies, it did not occur to us in this government, those on the corner do not like this announcement because ARENA and the FMLN in that farce that they signed, added 24 more deputies and it was the only thing they complied with in those” peace agreements” ensuring the position of his friends”, he reiterated.

On the third announcement in his report to the nation, the president directed his energies against the corrupt to whom he declared war. “Just as we have fought the gangs frontally, with all the force of the State and with all the legal tools we can, without wavering at any time, so we will also start a frontal war against corruption,” he claimed.

The head of state promised to put “white-collar” criminals in jail, wherever they come from, and then stated that “nobody has the right to be corrupt, that nobody thinks they have armor.”

Immediately, he revealed that the Attorney General of the Republic, headed by Attorney General Rodolfo Delgado, was at that precise moment, raiding the properties of the former president of El Salvador, for the Arena flag, Alfredo Cristiani (see separate note). The operation includes the seizure of a house in the Santa Elena residential area, a house on Lake Coatepeque, and the Santa Lucía drugstore.

“We will make him return what was stolen,” Bukele said, drawing applause from the pro-government deputies and people who were in the guest area.
