The deputies of the Legislative Assembly of El Salvador have approved the extension of the exception regime for an additional 30 days. This measure has been extended 31 times by the legislators of Nuevas Ideas and their allies. The vote resulted in 57 votes in favor, with two abstentions from Arena and one vote against from Vamos.
The legislators made the decision to extend the suspension of the right of defense, as well as the term for administrative detention and the inviolability of correspondence and telecommunications.
Exception regime decree
This decree will begin to apply on October 8 and will remain in force until November 6, as stipulated in the piece of correspondence approved with a waiver of processing.
During the approval of the decree, the Nueva Ideas deputy, Raúl Chamagua, defended the implementation of the regime as a security strategy, arguing that it has led to a “historic” decrease in homicides in the country.
The first approval of the regime by the legislative body took place on March 27, 2022, in response to an increase in homicides that resulted in the deaths of 87 Salvadorans in less than 72 hours.
However, the Inter-American Commission on Human Rights (IACHR) has indicated that the circumstances that justified the implementation of the regime no longer persist and has urged the State to repeal this decree.
