The decision that affects the future of “El Chapo” was made by Judge Brian Coganwho has been in charge of his case, following refusing to grant him this benefit.
“Upon his conviction, the Bureau of Prisons became solely responsible for his conditions of confinement, and this Court has no power to alter the conditions the Bureau of Prisons has imposed. Therefore, his request must be denied without prejudice so that he may seek modification of his conditions of confinement with the Bureau of Prisons.”indicated the judge.
