Currently in the Brussels Region, owners of electric vehicles do not have to pay for parking when the car is charging at a specific location. A situation that is not without perverse effects. In Woluwe-Saint-Lambert, for example, the local authorities deplore the phenomenon of “vacuum cars”. “People come to park, and go to work all day via the metro”, observes the alderman Gregory Matgen (Défi) bitterly. The problem: “Currently, if the car has a cable and is therefore connected, nothing can be done. Even if charging is complete. In some places, residents tell us that they want to load their car, but the same vehicle monopolizes the location.”

Note that a light signal on the terminal allows you to see the state of charge. Legally, it is therefore possible to verbalize when the reloading is finished. But few entities do it: the operator parking.brussels for example, which controls the parking of more than half of the 19 Brussels entities, does not currently sanction connected cars, even if the charge is completed.

In the near future, however, the situation in Brussels should be clarified, with two measures in the pipeline to fight more effectively once morest “sucker cars”: the obligation to pay for parking and the introduction of a “tariff de spin”.

Recently questioned by MP Jonathan de Patoul (Défi), Minister Elke Van den Brandt (Groen) declared that “reflections are underway to put an end to free parking for laden vehicles and instead apply the rates of the area in which the bollard is located”. For Alderman Pirson of Woluwe-Saint-Pierre, charging for parking is however “questionable”. “We must be careful not to penalize those who do not have a garage and terminals at home. Drivers already pay the charge, and it can take several hours.” In Woluwe-Saint-Lambert, the measure is on the contrary well received, recalling that residents benefiting from parking cards will not be impacted.

The driver will not be fined if the light on the terminal is blue (light or dark), therefore in charge or on the rotation rate. On the other hand, a fine of €50 will be imposed if the light is green (terminal available, therefore not charging), red (terminal faulty), or off (terminal faulty).

Remember that, already today and this will still be the case tomorrow, a thermal or electric vehicle not connected is fined if it is placed in a dedicated charging location.
