He traveled to Tainan many times and cooperated with the then mayor of Tainan Lai Ching-teh to promote the prevention and control of the epidemic. The three major handling experiences gained at that time can be used as a reference for strengthening dengue fever prevention and control measures in Taoyuan. Mayor Zhang emphasized that the dengue fever epidemic in Taiwan is currently on the rise, and all bureaus and departments of the city government must not take it lightly and must be cautious.

Mayor Zhang pointed out that the three epidemic prevention measures promoted at that time were as follows:
First, the vector mosquito density data should be combined with the geographic information system (GIS), so that the cases can be clearly displayed on the map, so as to be correctly grasped and effectively processed. However, the growth ecology of vector mosquito breeding is proportional to the square of the breeding area. Local cases usually have a clustering effect. Horizontal and vertical methods must be adopted to subdivide the area into 4 small areas, reduce their scope, and strengthen spraying in each small area. The work of medicine prevents vector mosquitoes from spreading across the border, thereby effectively reducing the breeding situation and clustering effect of vector mosquitoes.
Second, the prevention and control of dengue fever requires cross-departmental cooperation. All bureaus are requested to do a good job in clearing water tanks and environmental sanitation management according to the property land under their jurisdiction. For example, the Education Bureau must strengthen the supervision of schools, especially contact the State-owned Property Administration and the military as soon as possible to strengthen Environmental cleaning and sanitation management of unused state-owned land and abandoned military camps to avoid breeding vector mosquitoes.
Third, the Health Bureau is requested to improve the contingency plan for the prevention and control of dengue fever infectious diseases as soon as possible, implement the division of labor between the bureaus, strengthen cross-unit contact, coordination and cooperation, and jointly improve the power of epidemic prevention. It is also necessary to strengthen the regional environmental cleanup that has occurred in local cases in the past few years .

According to the Health Bureau, as of July 4th, there are 60 confirmed cases of dengue fever in the country this year (112), and 181 cases in the local area, for a total of 241 cases. Currently, the number of confirmed cases in Taoyuan City is 9 overseas cases, and there are no local cases yet. . In response to the rising dengue fever epidemic in the southern part of the city, the Municipal Health Bureau and the 13 district health centers conduct weekly inspections of the various districts and carry out carpet breeding and sanitation education. Strengthen the removal of breeding sources and stagnant water containers in risky areas such as , market stalls, fruit and vegetable markets, parks, green spaces, construction sites, and tourist attractions.

Dengue fever is transmitted through Aedes mosquitoes. Without a breeding source, there will be no dengue fever vector mosquitoes. Therefore, the only way is to implement the four major treatment principles of “patrolling, dumping, cleaning, and brushing”. In addition, the city government announced on June 14, 2012, “Taoyuan City prevents the breeding of vector mosquitoes and prevents dengue fever, chikungunya disease and Zika virus infection. Article 70, Item 1, Subparagraph 1 of the Act stipulates that a fine ranging from NT$3,000 to NT$15,000 shall be imposed.

At present, 196 dengue fever NS1 contract institutions in Taoshi have joined the rapid screening service, and continue to encourage grassroots contract institutions to join, and the city government has also sent letters to various agencies, medical institutions and clinics to strengthen the prevention and control of dengue fever, and strengthen the Taoshi Medical personnel are sensitive to the diagnosis and notification of mosquito-borne infectious diseases, hoping to find cases early and shorten the time limit for epidemic prevention.
