ALGIERS – The Director General of Algerian Customs, Major General Abdelhafid Bakhouche, invited, Sunday in Algiers, economic operators active in international trade to adhere to the digital transition process, through registration in the new computerized Customs system .

The call was launched during an information day, organized by the General Directorate of Customs (DGD) at its headquarters for the benefit of operators active in the production and export of household appliances, in the presence of its executives, of the Director General of the Algerian Investment Promotion Agency (AAPI), Omar Rekkache, of the Director General of the Algerian Export Insurance and Guarantee Company (CAGEX), Zohir Laïche, of the President of the Economic Renewal Council Algerian (CREA), Kamel Moula, as well as representatives of bodies and organizations active in the promotion of international trade.

On this occasion, Major General Bakhouche underlined the importance of “the support of economic operators, customs brokers and the various professionals active in international trade in the digital transition approach that the sector is experiencing”, saying registering in the new customs computer system.

Mr. Bakkouche estimated, in this sense, that the new computerized customs system “is a new milestone in the digital transition process led by the country’s higher authorities, and a tool for modernizing customs activity, or even promoting of the performance of the public service”, emphasizing that its services “are taking care in this regard to intensify training sessions for the benefit of economic operators with a view to facilitating their access”.

Also, Major General Bekhouche affirmed that his services were working to “strengthen and encourage the access of economic operators to the various customs facilitations aimed at reducing customs clearance times and costs, as well as to the tax advantages framed by the economical customs systems in import-export.

In addition, the official mentioned the support provided by Algerian Customs for the benefit of operators through the opening of direct and permanent communication channels, the orientation of exports, listening to the concerns and information of operators, in in addition to informing them of the customs facilitations granted and the latest developments in legal and regulatory matters that this body ensures to apply.

Regarding this information day which is part of the “Customs – economic operators” meetings, placed under the slogan “Supporting businesses to support economic recovery”, Major General Bekhouche considered that it constituted “an interactive space or even a forum for open dialogue between all sectors with the aim of strengthening cooperation, defining joint action plans for improving the export climate, but also achieving mechanisms capable of accelerating and simplifying the various administrative and logistical procedures, in coordination with partners and stakeholders active in this area.

For his part, the CEO of the AAPI considered that this meeting was a platform for cooperation between operators and the authorities offering them advantages, stressing that the AAPI “grants all the facilitations, in particular through its new dedicated digital platform to the investor, and priority to projects offering innovative solutions like the 46 projects registered at the Agency level in the household appliances sector.

For his part, the president of the Algerian Economic Renewal Council (CREA) welcomed this initiative as a space to raise the concerns of economic operators and to identify problems likely to hinder export operations, but also to propose solutions.

In his intervention during the work of this information day, the director of legislation, regulations and customs systems at the DGD, Adel Habsa, presented a presentation on the customs facilitations granted to exporters through their support in all the steps of the export process.

The official mentioned the establishment of listening, guidance and support units for the benefit of exporters at the level of external customs services, as well as the creation of unified logistics windows to get closer to them.

When completing customs procedures, the Customs services allow exporters to initiate Customs Export Declaration procedures without prior presentation of the goods. They also offer the possibility of depositing goods intended for export at depot zones and temporary depots under customs control.

Additionally, exporters can register temporary customs declarations at the time of export, in case their records are incomplete, and can use temporary goods admission books under international conventions at the time of export , and in the event of a dispute, it is possible to postpone their processing until following export.

At the customs control stage, priority is given to the processing of goods intended for export by quickly carrying out physical control operations and exempting them from customs control at the exit offices in cases where these goods have been processed. object of control at internal offices with verification of the integrity of the seal.

To facilitate the export operation, a green circuit has been set up for certain products, in addition to the use of scanners for the control of goods instead of physical control, according to the explanations provided.
