The summary

In the continuity of the Senate’s recent work on sovereignty and on the foreign influences that shape our economic, academic and digital environment, the Senate’s Economic Affairs Committee has decided to create an information mission on the organization of the economic intelligence in France and appointed Marie-Noëlle Lienemann (Seine Saint Denis – Communist, Republican, citizen and ecologist) and Jean-Baptiste Lemoyne (Yonne – Rally of Democrats, Progressives and Independents) as rapporteurs.

Twenty years following the publication of the last major report on the subject, seven years following the disappearance of the inter-ministerial delegation for economic intelligence and four years following the implementation of a new public economic security policy, the Committee on economic affairs wished to make an initial assessment of the actions carried out.

For more than three months, the rapporteurs conducted 39 hearings and interviewed 69 personalities, thus gathering the point of view of a large number of economic intelligence players in France.

At the end of their work, the rapporteurs formulated 23 proposals, adopted unanimously by the Economic Affairs Committee, aimed at providing France with a national strategy for economic intelligence, at ensuring sustainable and sustained governance, at better disseminate the economic intelligence approach in the territories and better promote training and the economic intelligence sector in order to allow everyone to be “on alert” and to be at the service of sovereignty found.
