Retirement at 64? Not necessarily ! The pension reform changes the situation, but possibilities of leaving before age 64 still exist. Notre Temps magazine explored the different options, from a long career to specific situations such as disability, to consider leaving before the legal age.

The legal retirement age is gradually increasing by three months per year, from 62 to 64 by 2030. Those born in 1968 will be the first to be affected and will not be able to retire before this age, even if they all have their trimesters. Those born in 1967 will be able to consider leaving at 63 years and 9 months. Those of 1966 will have the possible age for departure at 63 years and 6 months. For those born in 1965, departure might be at 63 years and 3 months.
Those born in 1964 might leave at age 63. As for those of 1963, a possible departure would be at 62 years and 9 months. Finally, for those born in 1962, the possible age for their departure would be 62 years and 6 months.

You should know that each year, between 700,000 and 800,000 people retire in France, some benefiting from early retirement while leaving before the legal age of 64. Thus, the 2023 pension reform maintains various exceptional situations allowing departure before the legal age, often with the full rate. What should be remembered is that the legal retirement age will be gradually raised until it definitively reaches 64 years by 2030. Thus, those born in 1968 will be the first to have to reach this age to benefit from a full retirement pension. In France, each year, we record between approximately 700,000 and 800,000 people who leave working life and see their retirement age shifted, which allows them to leave before reaching the age of 64.

Early retirement for long career

An option frequently used by 150,000 to 200,000 people each year. The age limits have been extended, allowing departure from the age of 58 under certain conditions. Clearly, if the person has worked 5 quarters previously (or 4 quarters if they were born between October and December, and they have accumulated 172 quarters (43 annuities), we come across these scenarios:

Early retirement for disability

Disabled workers can retire between the ages of 55 and 59, with relaxed conditions, requiring a minimum number of quarters of contributions. As a result, the dual condition of the number of overall quarters (insurance duration) and quarters contributed is abolished.

Early retirement due to disability or incapacity

Possible at age 62 with a full rate, even without having all the required quarters. This is a retirement method that has not been affected by the reform. However, a reduction may apply if quarters are missing. In other words, the pension will be missing and reduced proportionally.

Retirement for permanent disability

For those who suffer from a permanent disability of at least 10%, caused by a work accident or for professional reasons, departure at full rate is possible before the legal age. As for people with a capacity rate of at least 20%, they are allowed to leave at 60 years old.

On the other hand, for those who have a disability rate between 10 and 19%, they are required to provide proof of their exposure to arduous factors for 5 years, whereas previously, the required duration was 17 years. In this case, people can leave two years before the legal age, that is to say at 62 years old.

Retirement for arduous work

This type of possibility is granted according to the number of hardship points that the person concerned has. In these cases, the 2023 pension reform simplifies the accumulation of hardship points via the professional prevention account (C2P). The arduousness thresholds are revised downwards, and C2P no longer has a ceiling, offering the possibility of accumulating more than 100 points per year. These points make it possible to validate additional quarters, authorizing early retirement. By having a “sufficient” number of points, it becomes possible to retire two years before the legal age, i.e. at 62.

Early retirement in case of belonging to a specific category of workers

This is a category of civil servants who are exposed to risks or exceptional fatigue. In these cases, they can leave early. We have the active category whose starting age is between 57 years and 3 months and 59 years of age. This reform concerns in particular caregivers, midwives, firefighters, air traffic controllers, gravediggers, etc. We also have the so-called Super Active category, which can be started at 52 years and 3 months and at 54 years. It includes police officers on the ground, prison guards, air traffic controllers, sewer workers, etc.
