Key enterprises are the key support for promoting high-quality economic development. In order to fully prepare for “non-stop production” during the Spring Festival, the Provincial Department of Economics and Information Technology has formulated a deployment work plan, implemented a “one-on-one” assistance mechanism for enterprises, formulated an emergency coordination plan, and made every effort to prepare.
According to the latest statistics, although the 1,210 key industrial enterprises that “non-stop production” during the Spring Festival only account for 2.1% of the number of industrial enterprises above designated size in the province, their total industrial output value will reach 2,361.01 billion yuan in 2023, accounting for 22.5% of the industrial enterprises above designated size.
Stabilizing these key industrial enterprises will stabilize the fundamentals of Zhejiang’s industry. To this end, Zhejiang has deployed seven service guarantee measures before the Spring Festival to ensure the normal production of key enterprises with “non-stop production”: continue to improve preparations for non-stop production before the Spring Festival; carry out tracking and monitoring of enterprises during the Spring Festival on a daily basis; ensure the stable supply of basic production factors; do Make good enterprise employment “adjustment of surplus and shortage”; encourage the development of heart-warming services for employees who stay in the enterprise; guide enterprises to strengthen safety production management.
Monitoring shows that during the Spring Festival, 1,210 “non-stop” enterprises maintained continuous production, with an average daily electricity consumption of 232 million kilowatt hours, accounting for 78.1% of the province’s industrial electricity consumption during the same period. In addition, the production capacity of “non-stop production” enterprises during the Spring Festival reached an average of 88.1%, which was 56 percentage points higher than that of the general industry.
In order to strive to accelerate high-quality development in the first quarter, during the Spring Festival, all regions in Zhejiang tried their best to eliminate worries for “double non-stop” projects and enterprises. For example, Jinhua focuses on 87 monthly upgrade enterprises and 240 projects that have been put into production in 2023, as well as 180 projects that can be put into production in 2024, to dynamically grasp the progress of the projects, pay close attention to production, and strive to promote development.
